PROJECT TITLE:Legionella Corrections
PROJECT #:537-18-301B
SOLICITATION #:36C25220R0053
DATE:4/6/20
(INTERNAL USE) CONTRACTORRFI #RFIVA RESPONSEREFERENCE
Industria1Is it acceptable to use Subcontractor experience to satisfy the requirement Factor 1, Subfactor A - Plumbing Experience? No
Industria2Is it acceptable to use Subcontractor registration to satisfy the requirement Factor 2, Subfactor A - Plumber License?Yes
Industria3Can a bachelor’s degree in a Construction related discipline be used qualification in lieu of the PMP certification for Factor 3 Subfactor A?See revised Evaluation Factors
Richard Group4Topic: I.C. Will the VA allow for infection control measures to be erected until scope of work is completed within that room location. Will the VA provide a series of rooms at one time for longer term I.C. i.e. 5-10 days for a group of 3-6 rooms.See Construction Statement of Work Part 6 Item 7 and Part 3 Task 2 .Sheet 5 of 60
Richard Group5Topic: I.C./Terminal Clean. Will the VA provide terminal cleaning after the Prime’s construction clean? Will the VA require temporary barriers to be removed prior to VA terminal cleaning or can terminal cleaning be conducted while barriers are erected.See Construction Statement of Work Part 6 Item 7.Sheet 5 of 60
Richard Group6Topic: I.C.Will the VA require that a room be terminally cleaned by VA staff prior to the COR issuing a new grouping of rooms to the contractor?See Construction Statement of Work Part 4, Work Zone Acceptance and Part 6 Item 7.Sheet 5 of 60
Richard Group7Topic: Bid Schedule. We are a little unclear of the award criteria for the project. Will award be made on the LPTA of CLIN 0001? Or will award be made on CLIN 0002 if the price in CLIN 001 exceeds the USG parameters? We are confused due to the “Lowest Price Offeror…can provide the most features of work at the lowest rice utilizing the Deductive Alternate Items awarded, if any, is contingent on availability of funding”.Award will be made of Bid Item 0001 based upon LPTA factors identified in the solicitation, contingent upon available funding. If funding is unavailable to award CLIN 0001, then award may be made to the lowest acceptable offeror as Bid Item 0002 states with the same LPTA factors in place as identified in the solicitation and subject to available funding.Sheet 7 of 60
Richard Group8Topic: Technical Proposal. Factor 2 – Contractor Registration asks for the ‘prime contractor’ shall be a State Registered Plumbing contractor as required per Illinois Plumbing License Law. We have yet to see this requirement for a ‘Prime SDVOSB Contractor’ to carry this certification and we have successfully executed several 238220 NAICS projects for the customer utilizing specialty subcontractors that are licensed in the required geography. We ask that the VA consider that the ‘prime contractor’ submit the Plumbing License of the subcontractors selected for this project as a part of the prime team. We have seen GLAC and other USG agency ask for the subcontractor to have certain licenses in certain states. VAAR and FAR typically exclude the prime contractor needing to carry a ‘specialty contractor’ license. Please advise.See RFI#2Sheet 12 of 60
Richard Group9Topic: Technical Proposal. We respect that Brown VA and GLAC are seeking high quality Project Managers for this project. We understand the 3-5 projects with a minimum value of $500k. However, the PMP requirement seems unexpected. The PMP certificate is hardly carried by Project Managers in the Construction industry and is not a typical benchmark certification for design-bid-build federal government construction projects. I would estimate 1-2% of PMs in the country have this certification. Would the VA allow an alternate certification of the United States Corps of Engineers (USACE) Quality Management for Contractors Certification in lieu of PMP. The USACE CQCM certification is a federally recognized standard for Project Managers, Superintendents, SSHOs, and Quality Management Staff. Jesse Brown VA typically utilizes the USACE spec for the ‘Three phases of quality control’ in their solicitations. Please advise as we would have to get our people trained and tested for PMP and this typically takes about six months.See RFI#3Sheet 12 of 60
Richard Group10Topic: Technical proposal. Please verify that a resume for each of the three main positions as well as the two alternate positions will suffice for the factor’s requirement under qualifications.Contracting: Contractor shall provide documentation and required information to validate experience and credentials of proposed key staff.Sheets 12 and 13 of 60
Richard Group11Topic: Technical proposal. Are CPARS or PPQs allowed to be submitted as the past performance and relevant experience under factor 1: plumbing capability.Offerors may include CPARS or PPQs as additional information under Factor 1 Subfactor A. However, all offerors shall comply with Factor 1 Subfactor A by disclosing the relevant information requested.Sheet 12 of 60
Richard Group12Topic: Submittal procedures. Please confirm the electronic submittal procedures for this project; 1. Email? 2. Submittal exchange 3. Another government secure share site. There will be large PDF file submittals for this project. After award, will the A/E of record provide the initial submittal register or is up to the General Contractor on this design-bid-build to create and then maintain?See Construction Statement of Work Part 3 Task 1 and Part 4, Submittals.Spec: 01 33 23
Richard Group13Topic: Field Management Staff. The specifications, 01 35 26, 1.7 calls for the prime to have a one SSHO at the project site. The SSHO has to be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager. The Quality Control Spec calls for a QC Systems Manager as an on-site member of the QC Team (01 45 00 – 6). The spec is mute to collateral duties, such as superintendent that would be part of the on-site management of the project. The spec also has a ‘QC Specialist’ chart for other requirements. For example, since this project is heavy on plumbing/mechanical, the chart would infer that an additional person from the prime would need to be a part of the on-site team, in addition to the C-QCM. Would the VA define the minimum number of full-time, dedicated personnel, required on this project as the specifications do not clearly indicate on-site and/or full-time for (1) Project Manager (2) Superintendent (3) SSHO is cannot have collateral duties as shown on 01 35 26, 1.7, (4) mechanical/plumbing QC Specialist. (5) architectural QC specialist. Per prior VA projects can we assume 1 x full time superintendent / QCM and 1 x SSHO? We need definition as this requirement adds a lot of cost to the project.See Section 01 35 26 Part 1.7 C and Section 01 45 00 Part 3.2 B-1.Spec: 01 35 36 & 01 45 00
Richard Group14Topic: Waste Management. Please confirm that the dumpster location on-site must have a temporary fence 2.5 meters high with windscreen.See Construction Statement of Work Part 6 Item 7g.Spec: 01 74 19
Richard Group151.6 Operations and storage areas and other areas within the specs show that the ‘contractor shall confine all operations (including staging of materials) on Government premises to areas authorized or approved by the COR. This is a high production job with a good amount of materials. Will JBVA provide the contractor with a storage area on-site, within the building or at the Polk street entrance. Working with the contractor to provide a locked storage area will save the VA time and money in this compressed construction schedule.See Construction Statement of Work Part 6 Item 5b.Spec: 01 00 00
Richard Group16Will we see the infection control specification for this project, temporary environmental controls, general commissioning, or a plumbing commissioning spec in the next amendment. We typically see this information in large legionella projects. We are also confirming that there is no need for spec ‘meters and gages for plumbing piping’See Revised SectionsSpec: 01 01 10 IC, 01 57 19, 01 91 00, 22 08 00, 22 05 19
Richard Group17Topic: Work Hours. Please confirm that the work hours for this project are 4pm to 12pm – 2nd shift. The solicitation also says to deliver and move materials and tools in public corridors during normal construction work hours. Please confirm that ‘normal construction work hours’ is 4pm to 12pm -2nd shift.See Construction Statement of Work Part 6 Item 2Sheet 4 of 60
Richard Group18Topic: Rooms. Floor 4, 4 north, shows as under construction. Could you describe what this room is and if there will be a fixture requirement?Per Construction Plan Sheet G-104, 4 north has no work scopeSpecs G-104
Richard Group19G-002 shows the infection control measures for this project. Please advise on the following: there are 885 rooms in four different buildings spanning 28 different hospital floors. G-002 shows Group 2, Class 3, which is “Type C” infection control; (1) how many rooms will the VA release per night to the contractor. (2) There are 885 rooms requiring infection control where infection control labor must setup zipwalls, neg air machines, heat detectors, tape off all mechanical openings, plastic of all rooms leading into lavs. (3) Will the VA provide an ICRA/ILSM per floor? What time of day will the COR inspect the Infection control set-up since this is a 4pm – 12am project. This is important so the prime can have rooms certified prior to starting construction aspects. (4) Will the VA conduct terminal cleaning in each of the rooms? If so, will the contractor be constrained to receiving future rooms until the VA final cleans their rooms after the contractor’s construction clean?See Construction Statement of Work Part 3 Task 2, Task 4, and Part 6 Item 7.All G Sheets
Richard Group20Topic: Phasing. We read about the phasing requirements and ensuring the hospital is operational 24 hours per day. Are there any constraints to the locations that we can move to each night? Will the contractor be able to select the set of rooms they desire per their production schedule or will the COR dictate the rooms that are allow for the night? Does infection control need to be taken down each night, prior to the first shift at the hospital and then re-installed the next night if work takes more than the 8-hour shift?See Construction Statement of Work Part 3 Task 2 and Part 6 Item 7.
Richard Group21Topic: Valves. Does the VA have a narrative or guidance about the shutoff valve locations per the dead leg locations? Is the contractor responsible for shut offs or is the mechanical pipe shop owned by VA? Are shut-down apparati not show in the contract documents required per contract, or will the VA look at each area as an unforeseen change to the contract?See SOW Part 3.
Richard Group22Topic: Demo. Key notes in the architectural plan set describes #1, where plumbing fixture was removed, patch wall and paint to match existing adjacent conditions. These notes point to toilets, sinks, and other fixtures to include shower basins. For example, 1-A-103 shows 9 fixtures with the note #1 for patching and painting walls, but the corresponding G-105 plumbing fixture table only shows 4 items to be removed. If there is this inconsistency throughout the drawings, could you provide a narrative or table of fixtures that will require patching and painting. Are we missing a 5th floor north finish plan?See Section 01 00 00 REV 1 Part 1.7 A, Plumbing Demolition Plans, and Construction Statement of Work Part 3 Task 2.
Richard Group23Topic: Demo/Firestopping. Since it isn’t shown on the plans should it be reasonably inferred that all piping that needs to be demo’d is within the interstitial space or the wall cavity of the same floor. Should we assume we are demoing pipe above or below concrete deck where we would need to access piping from the floor above or below that shown on the drawing.See Construction Statement of Work Part 3, Specification Section 02 41 00 Part 3.1 Paragraph E; Section 01 00 00 REV1 Part 1.6 L.
Richard Group24Topic: Demo. There is a lot of plumbing demo in corridors outside of office spaces. Is the assumption that plumbers will need to work within infection control carts since ACT will be removed to access the piping and due to the dust and debris? Or will the VA want infection control tents throughout the hallways in order to access the pipe. VA was specific on G-002 as to the infection control requirements in each room, but we do not have specific guidance for the hallways/corridors. Please advise.See Construction Statement of Work Part 3 Task 2 and Part 6 Item 7.Sheet: 1-P-106
Richard Group25Topic: Carpentry/Finishes. There is a lot of demo and carpentry on this project that is not shown in the architectural details. All the showers are tile showers, but only show the base being removed in the drawings. To get to the plumbing piping, the walls of the showers need to be torn out and then replaced. Please state the finish schedule for floor areas vs. walls vs. ceilings in order to have the contingency cost needed to execute this project. Almost each floor and shower location have a different configuration. Also, to understand the entire intent of the project, the toilets are being removed in certain areas, but the shower bases are only shown. Did the VA want the tile on all walls and ceilings to come down? Is the intent for these old bathrooms/showers to become storage areas? Also, with the toilets coming out, is the intent to remove grab bars and tp holders, and nurse call cords? Right now, the expectation is to leave remaining lighting as well from what we see. An architectural schedule for this job would help remove contingency cost and help with duration.See Construction Statement of Work Part 3.
Richard Group26Topic: Carpentry/DemoThere is insulation above ACT on several floors where piping above ceiling and corridors is to be removed. Is the intent to reinstall insulation and ACT in those areas or should the prime factor a continency cost to fix where needed?See Section 01 00 00 REV 1 Part 1.9
Richard Group27Topic: Plumbing. For each demo’d fixture, is the intent of this project to remove all plumbing piping back to the main and or riser? What is the expectation at the sinks, vs. shower, vs. toilets? What is the expectation for painting of the patch areas where fixtures are removed? Seam to seam or just at area?See Construction Statement of Work Part 3 Specification Section 02 41 00 Part 3.1 Paragraph E; Section 01 00 00 REV1 Part 1.6 L.
Richard Group28Please provide a wiring diagram for the electronic faucet, solenoid valve and sensor?See Construction Statement of Work Part 3 Plumbing ScopeSpecification Section 22 40 00, 2.6 Lavatories, B.1
Richard Group29There are existing mixing valves for removal. Are the new mixing valves required to be installed inside of a enclosure or surface mounted or depends on the location. Please clarify.See Construction Drawings Sheet P-501Specification Section 22 40 00, 2.6 Lavatories, B.1
Richard Group30Will it be the contractors responsibility to provide a new circuit, conduit, wire, new circuit breaker, to an existing branch panel?YesSpecification Section 22 40 00, 2.6 Lavatories, B.1
Richard Group31Please provide the name and location, with a sketch, of the branch panel we are to terminate the wiring? We currently do not know the distances to panels, # of circuits, if there are affected carpentry trades work, etc.See Construction Statement of Work Part 3 - Plumbing ScopeSpecification Section 22 40 00, 2.6 Lavatories, B.1
Richard Group32Can you provide an electric specificationSee Construction Statement of Work Part 3 - Plumbing ScopeSpecification Section 22 40 00, 2.6 Lavatories, B.1
Richard Group33Plan pages G-101 through G-128, the detail number for plan page 501 is not shown. There are 5 details on 501 that should correspond to each fixture location. We would also like to see the entire table where the words are cut off on the plans. Please clarify.See Construction Statement of Work Appendix APlan Pages G-101 through G-128
Richard Group34Can the engineer of record provide a riser diagram for the areas where the contractor is directed to replace the water supply piping?See Construction Statement of Work Part 3
Richard Group35Plan pages 1- P-101 through 1- P-107, Can the engineer of record provide a riser diagrams for the waste and vent indicating where we should tie in to the existing stack? We typically have a plan symbol on plumbing projects at where these tie-ins are located.See Construction Statement of Work Part 3.Plan pages 1-P-101 through 1-P-107
Richard Group36Can the engineer of record provide a plumbing fixture schedule. There are several different faucets with different types of functions. The specifications do not define the several different types and they aren’t shown on the plans?See Section 22 40 00 REV1 Part 2.7
Richard Group37Please provide an insulation specification for all the new piping on this project?See Section 22 07 11
