For
Other Than Full and Open Competition
Valcom Overhead Paging System
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO)
10, 260 E. University Avenue, Cincinnati, OH in conjunction with VISN 10, VAMC Medical
Center, Engineering Service (138), 3200 Vine Street, Cincinnati, OH 45220. Purchase request number 539-19-2-6905-0025, Project number 539-19-201, Expand Engineering
Support Space.
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
Engineering Service is requesting approval to use other than full and open competition to solicit a Brand Name Only for Corbin-Russwin HO Keyway Great Grand Master Key
System core cylinders for use on Project No. 539-19-201 Expand Engineering Support
Space. This includes an expansion of the existing cylinders that are removable with a special key or tool without disassembly of knob or lockset. Core meets the medical center policy for key locks. One grand master key is available to open all doors by authorized individuals.
This project will be awarded as a new Firm-Fixed Price contract. The estimated value for the cylinders is $6,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The medical center currently utilizes a Corbin-Russwin HO Keyway Great Grand Master
Key System, single master key system. In addition, the core system is a requirement of VA engineering policy MP–3. As the Cincinnati VA medical center continues to move toward consolidation, patient and staff safety concerns remain at the forefront of design decisions when selecting systems. Accordingly, Corbin-Russwin is the only manufacture capable of providing the lock cylinders without the Veteran’s Health Administration experiencing substantial duplication of cost. To change to a different locking system would require numerous master keys potentially causing delays in accessing all area of the campus in event of emergencies. The lock set requested allows the facility to expand and renovate as required and maintain the ability to meet patient and staff safety requirements. All door lock manufacturers have proprietary keyways on their lock cylinders, which by their very nature are designed to be operable only by a key of the same cut and shape. Because the keyways are proprietary, only that manufacturer can create a key which will fit its own lock cylinder.
4. Description of market research conducted and results or statement why it was not conducted:
During the design of the expansion the Architect and Engineering firm made a determination that Corbin-Russwin door lock sets are the best option for this project because this will increase the consistency and reliability of the facility’s operations. The medical center has investigated the ability of other lock manufactures to operate within the requirement to have the ability to open all doors with one single grand master key and have not found this to be a possibility.
5. Requirements Certification: I certify that the requirement outlined in this justification is a
Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
