Other Than Full and Open Competition
Avigilon Closed Circuit Television Video Servers and Cameras
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO)
10, 260 E. University Avenue, Cincinnati, OH in conjunction with VISN 10, VAMC Medical
Center, Engineering Service (138), 3200 Vine Street, Cincinnati, OH 45220. Purchase request number 539-19-2-6905-0025, Project number 539-19-201, Expand Engineering
Support Space.
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
Engineering Service is requesting approval to use other than full and open competition to solicit a Brand Name Only for Avigilon Closed Circuit Television Video (CCTV) servers and cameras for use on Project No. 539-19-201 Expand Engineering Support Space. This includes an expansion of the existing CCTV devices, consisting of video servers and cameras. This project will be awarded as a new Firm-Fixed Price contract. The estimated value for the CCTV system is $6,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The CCTV system devices that are to be installed as parts of this project represent an extension of the existing CCTV System at our facility. As such, each new device must tie into and communicate with the existing Facility CCTV System, which is manufactured by
Avigilon. The system is designed to provide unified interface, recording, archiving, and management of all CCTV system cameras from a single software platform throughout the
CINVAMC campus.
The use of the common Avigilon platform allows for the live and recorded video to all be stored and processed through a single user management platform. Maintenance and system familiarity are other important factors to consider. VA Police is charged with maintaining this system and responding appropriately. Attempting to introduce a CCTV system different manufacture with different software would no doubt compromise the ability of VA Police to respond to their tasks efficiently
4. Description of market research conducted and results or statement why it was not conducted:
Additional market research was not conducted since the current CCTV system is Avigilon and is the only system compatible.

Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
