GENERAL CONDITIONS BREAKOUT
When entering a line item for General Conditions costs on Schedule of Values, a breakout of the General Conditions costs must be provided. Per VAAR 852.243-70 Contract Changes-Supplement, paragraph (b)(10), the following contractual restrictions apply: Overhead and contractor’s fee percentages shall be considered to include insurance other than mentioned herein, field and office supervisors and assistants, security police, use of small tools, incidental job burdens, and general home office expenses and no separate allowance will be made therefore. Assistants to office supervisors include all clerical, stenographic and general office help. Incidental job burdens include, but are not necessarily limited to, office equipment and supplies, temporary toilets, telephone and conformance to OSHA requirements. Items such as, but not necessarily limited to, review and coordination, estimating and expediting relative to contract changes are associated with field and office supervision and are considered to be included in the contractor’s overhead and/or fee percentage.

Contractors shall provide all prices for each categorical column above and break down each specific division to the greatest degree possible, similar to what is referenced above. Utilizing this template in the contractor's proposal does not in any way require the Government to accept any subsequent price breakdown that is provided by the contractor or prevent the Government from requesting a further price breakdown. Therefore, it is in the Governments and contractor’s best interest to provide a thorough price breakdown initially; and

5. This template, or another template that would be provide the same kind of information referenced above, is required for all proposals provided to the VA Network Contracting Office 9 - Construction as of 6-30-2016.
