Replace Obsolete Lighting – Questions and Answers
1. Is this project sales tax exempt? If the project is sales tax exempt will the government/ VA provide a sales tax exemption certificate?
Answer – No it is not tax exempt.
2. If an SSHO is required, can that position be doublehat by a qualified superintendent?
Answer – Yes
3. Describe any and all tasks that may be required for this project as it relates to infectious control?
Answer –

b. Building Alteration, Construction, or Renovation Activity Phase.
(1) The COR, project manager, supervisor, technician, or journeyman is responsible for ongoing monitoring of the work to ensure Infection Control measures are implemented and carried out. Another Infection Control Risk Assessment (ICRA) will be performed if changes occur during the work that significantly increases the infection control risk of the work.
(2) Building alteration guidelines on the Building Alteration Permit are to be followed.
(3) During the work, Infection Control staff will make periodic compliance rounds for activities in Class III or IV and document compliance with Infection Control recommendations (See attached Form – 4 VAMC Infection Control Building Alteration, Construction, Project, and Maintenance Monitor).
(4) Non-compliance with requirements may result in work stoppage. Infection Control can halt work until the appropriate person is contacted.
c. Building Alteration, Construction, or Renovation Completion Phase:
(1) A walk through, done by the COR, project manager, supervisor, technician, or journeyman and including a representative from Infection Control, will be done at the end of projects for Class III or IV activities before any barriers are removed.
(2) Environmental Management Service should be contacted to schedule cleaning and disinfection of the area upon completion of the work.
4. What is the level of infectious disease control rating for this site?
Answer – This will vary with different locations in the Hospital.
5. Will the Government provide comprehensive written badging requirements for the project if badging is required?
Answer – Yes. The Vendor that’s awarded the contract will be sent an Orientation Package that covers badging.
6. Please confirm there will not be any commission requirements under this contract.
Answer – Correct
7. It is becoming increasingly difficult to obtain Past Performance Questionnaires from Contracting Officers on a project-by-project basis, especially when they have already filled out a CPARS evaluation for us. In light of this, will the VA accept completed CPARS evaluation forms in lieu of the provided PPQ?
Answer – CPARS will be accepted.
8. Can the prime contractor or subcontractor use their current GSA pricing for required materials for this project?
9. What working conditions would require us to have HEPA filtration?
Answer – Required for clean areas in Sterile Processing on the Ground floor.
10. Please confirm normal working hours?
Answer – 8:00am to 4:30pm
11. For fixtures with exposed bulbs, are direct wire LEDs an option?
Answer – Install Type B with Bypass Socket kits
12. On the site visit, they stated that they want center basket LEDs for the hallway fisstures. Are flat panel LED fixtures acceptable for other areas?
13. Please confirm that the color temperature is going to be 3500K throughout.
Answer – From the Lighting Design Manual (PG-18-10 January 1, 2022), LEDs will be 4000k.
14. Clarify ‘retrofitting the existing can lights’ – do you want us to use the existing housing or is fixture replacement and option?
Answer – Plan on replacing if the fixture is obsolete.
15. How many lights can be stored on site at the VA at one time. Or do we need to provide a container?
Answer – Very few can be stored on site- please provide a container.
