About this file

This document contains an amendment to a solicitation for a federal construction contract and the related solicitation notice. The amendment provides additional responses to contractor questions to expand an existing emergency department at the James H. Quillen VA Medical Center in Mountain Home, Tennessee. The estimated value of the construction project is between $5 million to $10 million. The solicitation is set aside only for Service-Disabled Veteran-Owned Small Businesses and will close on June 24, 2021. The construction work involves renovating an existing shelled space adjacent to the existing emergency department into a new radiology, police holding, and administrative area to serve the existing emergency department.

Question 185. RFI 094-097: The RFI’s 094-097 attempted to point out that there are step downs from the existing door threshold elevations to the new courtyard slab elevations.

This is door L17.0. As you can see, the existing threshold is about 4" above the existing courtyard slab elevation. Additional, this area does not have the same slab depression around some of the perimeter requiring 4" concrete fill.

I

See the attached photos showing the different elevations of the existing door thresholds compared to the existing courtyard slab elevation. The plans only call for a 2” topping across the courtyard. If a 2” topping is poured on all of the courtyard slab it will cover over the threshold of door C1.12.1, it will nearly fill up to the threshold of door L17.0 and it will leave a step of about 8” at the existing door on the Plan East wall between column lines HH and ff. Only two conditions can exist which is creating such a variance in the distances from the existing door thresholds to the existing courtyard slab elevation.

1) The elevation of the doors around the courtyard differ from each other, or, 2) The existing courtyard slab slopes dramatically from Plan West to East wall and from Plan South to the North wall. In the case of 1) no level topping will fill to all of the different threshold elevations. In the case of 2) there will be much more than 2” of topping required to fill this floor to the bottom of each door threshold. Furthermore, a different product may be needed to fill any elevation greater than 3”. These differing conditions occur at the following doors; C1.12.3, C1.12.2, L12.0, L17.0.

Please clarify what the existing condition is, option 1 or option 2.

Answer: GC is responsible for leveling the Courtyard’s subfloor so it is level with the adjacent floors. The existing, pictured door between column lines HH and FF is constructed on top of an existing concrete stem wall.

That existing door’s threshold is approximately 8-12 inches higher than the existing floor beyond. Where new door openings occur, the GC must sawcut the existing concrete stem wall. In contrast, Door L17.0 is constructed level with the adjacent, existing floor. Its levelness is achieved by a sawcut to the existing concrete stem wall.

186. Question: RFI 110 asks about the integral cove base at walls as stated in the schedule on sheet AF601. As you can see from the snapshot below, most of the rooms on the project are called out to have LVT tile with an integral cove base finish. The response gave a BOD which appears to be an aluminum transition from LVT to carpet. Still need an answer. Please provide an integral cove wall base for the LVT tile or provide a different product such as a rubber cove wall base.

Answer: RFI 110’s basis of design already provides the answer: Use etched aluminum angle cap to cove LVT onto wall. Contractor is responsible for providing all related accessories including the skirting bottom tracer around perimeter walls, to achieve the cove.

187. Question: RFI 053 says that no lead is required on floor and ceiling per physicist’s report, and the response says to follow report and the responses states that the physicists report should be used to determine this. However, the physicists report is not clear whether there is lead needed on the floor and ceiling in either the x-ray and CT Scan rooms. The Contractor is not the expert and should not be the party to interpret the physicist intent or to determine the lead shielding requirements. This is within the expertise of the designer of record, not the Contractor. Please be specific in instructing where the lead shielding is required, and the exact thicknesses of lead shielding required at each location.

Answer: Final lead lined data cannot be provided until the VA procures the intended radiology equipment. Follow the bid documents.

188. Question: RFI 053: Detail C4/AE602 shows a lead lined plywood suspended above the finished ceiling. However, if the lead lined drywall is only required up to 7’ high, why is a lead shield required above the 9’ finished ceiling?

Answer: Final lead lined data cannot be provided until the VA procures the intended radiology equipment. Follow the bid documents.

189. Question: There is a spec 08 56 66 Detention Window Screens. This item cannot be located on the plans. If it is a required item, please provide locations on the plans.

Answer: Delete spec section 08 56 66 in its entirety.

190. Question: What is the epoxy EPY-01 material called out on the finish schedule sheet AF602?

Answer: EPY-01 is epoxy floor paint. Flooring Change Note: Utility / Soiled L04, Toilet Room L139A, and Patient Toilet L128 receive RES-1 with integral base (not EPY-01).

191. Question: The RFI 180 response is vague and does not address the actual question. Will the existing utilities in the existing ED need to be surveyed and located within the BIM model or will the existing utilities and locations be provided to the Contractor post award?

Here is the actual RFI-180 question and its response, as follows:

“180. Question: If the existing utilities are not provided to the Contractor in a Revit file, will a 3d laser scan of the existing above ceiling areas be required to model the existing utilities in 3D for integration into the BIM model?

Answer: HDG: There is no exception taken to the GC laser scanning existing above ceiling areas. If GC chooses to laser scan as part of their means and methods, then GC must coordinate laser activities with VA, to prevent eye injuries to bystanders.”

Answer: To refine the response based on the rephrased question, the VA has no BIM model for existing utilities. However, the VA does have “as built” documents of varying accuracy. It is the VA’s prerogative to share these as-builts with the GC. It is the Contractor’s responsibility to collect and record existing utility information during demolition. The Contractor may implement means and methods of their choosing, provided the VA approves those means and safety measures are upheld.
