Please advise if abandoned humidistat locations should receive a blank plate or a wall patch and paint.

Answer: Abandoned humidistat locations shall be patched and painted.

21. The existing pneumatic tubes are free hanging in the partitions. Typically, the VA standard for rough-in on DDC control thermostats is rigid conduit. Please advise if the new DDC controls could be: 1) “fished into the wall and be free hanging, 2) the walls need to be opened for rigid conduit installation, or 3) can flexible conduit fished through the wall. If option #01 above is acceptable, please confirm if the wire needs to be plenum rated.

Answer: Flexible conduit fished through the wall is acceptable.

22. Please advise if either or both, plenum rated cable or flexible conduit is acceptable to use from the ACT ceiling to the interstitial deck.

Answer: Flexible conduit is acceptable.

23. Please advise on phasing required for shutdowns during replacement of VAVs for each floor. If no plan is available, please advise on how long a system can be shutdown.

24. Please advise if the sleeving in the deck for pneumatic tubing can be reused or if new cores/sleeving is required.

Answer: Reuse the sleeves if they are properly sized and serviceable.

25. Please advise if preparatory work will be allowed during normal working hours to prepare for night shift?

Answer: All work on this project shall be bid as after hours (Monday through Friday after 4:30 PM to 6:30 AM), weekends (Friday at 4:30 PM to Monday 6:30 AM) and Government Holidays.

26. Typical inspections for duct work would be duct, then insulation then final inspection. What is this process? Will pictures suffice for duct inspections or will a VA inspector be available during day and night shifts to provide inspections as installations progress, or will inspections be limited to daytime? If inspections are limited to daytime, then uninsulated duct will be exposed and potentially sweat if the VAV is turned on while waiting for inspections. In addition, daytime inspections will substantially reduce the number of VAVs that can be replaced in a shift.

Answer: All VAV inspections shall be per AHU. When all of the VAV’s are completed, Tested and Balanced & commissioned a final inspection will take place. Refer to Drawing Sheet MH001 Mechanical Notes 8 & 23.

27. Can the VA clarify what should be assumed for pricing in cases where the existing ductwork does not meet the 6’ criteria and may not meet the 6’ criteria when the new TU’s are installed. Drawings call for 6’ criteria.

Answer: The VA is aware that some location will not allow 6’ criteria. Contractor shall install per detail to greatest extent possible.

28. Considering the project duration along with other ongoing or future projects that may have scope in proximity to any one of the new VAV areas of work, will the VA sign off on each and every VAV installed as they are installed to eliminate any damage that could be caused by others as the work progresses?

Answer: All VAV inspections shall be per AHU. When all of the VAV’s are completed, Tested and Balanced & commissioned a final inspection will take place. Refer to Drawing Sheet MH001 Mechanical Notes 8 & 23.

29. Please confirm that Contractor is to acquire and install new thermostats for each corresponding VAV unit.

Answer: These are pressure sensors not pressure controllers.

31. In design plans, MH113-3-R: are there any existing wall mounted thermostats in the Mental Health wing shown? If so, do they need to be demolished if they are not being replaced? Or provide other explanation.

Answer: There are existing thermostats in the administrative areas and the dining room. All thermostats are to be removed, patch and paint the walls and install new ductstats per drawing MH113-3-R.

32. Due to the lack of access to the Community Living Center (CLC) during the solicitation Site Visit, please provide as many photographs of the scope as reasonably possible. Please describe any areas of limited to difficult access to replace existing 119 VAV assemblies.

Answer: Power shall be obtained from Electrical closets 1J-114, 1K-124 and 1L-135. Photos provided. Note: VAV boxes utilized in the CLC shall have the access panel on the bottom of the assembly (revised drawing pending).

33. Please confirm if there are any areas (rooms, etc.) within both buildings that may not require off-hours work to be completed by Contractor and can be accomplished during normal working hours.

Answer: All work on this project shall be bid as after hours (Monday through Friday after 4:30 PM to 6:30 AM), weekends (Friday at 4:30 PM to Monday 6:30 AM) and Government Holidays.

34. Bid Item #2 as defined by spec 01 00 00 1.3 B does not match Bid Item #2 as defined in the Solicitation. Please clarify. Which Bid Items are applicable?

Answer: Delete Bid Item #2 in specification 01 00 00 and use the solicitation for Bid Items. Occupancy sensors and lighting was removed from the project (revised specification pending).

35. Specs 01 00 00 1.3 and 26 09 23 indicate lighting control scope of work. Please confirm whether there is any lighting controls scope included within this scope. If so, please provide all as-builts (or demo plans), lighting plans, and sequences of operation.

Answer: Occupancy sensors and lighting were removed from the project.

36. Please confirm that required HVAC system test and balancing to be performed by certified company independent of mechanical contractor.

Answer: Testing and Balancing Contractor directly contracted by the General Contractor and independent of the Sheet Metal Contractor.

37. Electrical Drawing Sheets - Many of the ATU marks do not match Panel Schedules for the corresponding circuit number. Can the VA clarify if the Contractor should go by the ATU marks or should the Contractor go by what is on the Panel Schedules?

Answer: Contractor shall verify that there is a spare/space in the identified panel. If the panel is full, contact the COR for additional instructions.

38. Drawing Sheet EP401 - It appears that the enlarged ELECTRICAL ROOM 1C-126 does not match the Panel Schedule as the Panel Schedule for NL1F-2 has Elec Rm 1C-109. For bidding purposes, should the Contractor go by the enlarged rooms or go by what is on the Panel Schedules?

Answer: In this instance the panel schedule has the correct room #. The floor plan room # label is incorrect. Additionally, this panel is full. Spares/spaces are available in the adjacent panel.

39. Drawing Sheet MH113-3-R, General Note #3 - Can the VA share more detail on what is expected of the Contractor regarding “cleaning one (1) foot either side of the existing duct” (Is there a standard(s) or specifications that could be referenced)?

Answer: Refer to specification section 23 31 00 3.1 (J) When new ducts are connected to existing ductwork, clean both new and existing ductwork by mopping and vacuum cleaning inside and outside before operation.

Answer: Occupancy sensors and lighting were removed from this project.

43. Drawing Sheets EP111-4-R & EP401, Enlarged Room 10 - Sheet EP111-4-R shows Enlarged Room 10 on EP401. The ATUs in this area show power received from Panel NL1G-1. While there is an enlarged room 2G-102, no Panel Schedule is provided for NL1G. Please provide a panel schedule (if available).

44. Drawing Sheet EP111i-3-R - ATUs 1-ATU18-35, 36, 37 are not shown on this sheet. Should these ATUs be on this sheet with the panel/circuit of NL1F-2-1?

Answer: Yes. The key plan on the sheet has been inserted over these.

45. Drawing Sheet MH112-1-R - There is an ATU located near grid line C/5 with no ATU number. What is the ATU number for this unit?

Answer: This is 1-ATU21-13 as depicted on Sheet MH112i-1-D. Add this to Air Terminal Unit Schedule – Level 2 – 1-AH21. Increase the count to 16. Duplicate the schedule values assigned to ATU21-10 for 1-ATU21-13.

46. Drawing Sheet EP110i-1-R – Is the Contractor to assume the crosshatched area(s) shown under separate contract will include all required scope to install new ATUs similar to this project, and those projects and this project may only need to coordinate working in the same area(s) with the COR? If so, due to other ATUs being in close proximity to the crosshatched area, can the VA please provide which ATUs are not in the project either in or near the crosshatched area shown? For example, 1-ATU2-3 thru 1-ATU2-7 and 1-ATU2-9 are within the crosshatched area, and those ATUs do appear to be part of this project.

Answer: All references to 1-ATU2-3 thru 1-ATU2-7 and 1ATU2-9 shall be deleted from this project. Pneumatic to DDC conversion has already occurred. Modify AIR TERMINAL UNIT SCHEDULE – LEVEL 0 – 1-AH2 Sheet MH002 to reflect change in count. Delete all occurrences all sheets of this work (revised drawing pending).

47. Drawing Sheet E001 GENERAL NOTE #9 - This note states that all existing panels are to have new breakers. If an existing panel has existing “spare” breaker that meets the rating type/scope, can the Contractor use the existing breaker(s)?

Answer: No, contractor shall install a new breaker per the note and return the existing breaker to the VA.

48. Building 3 CLC EP131 series drawing sheets - There doesn’t seem to be any enlarged electrical rooms and panel schedules provided for Building 3 CLC EP131 series drawing sheets. Can the VA provide a couple of photos of the electrical panels they anticipate the Contractor to use?

Answer: Provided under question 33.

49. Drawing Sheet MH003, AIR TERMINAL UNIT SCHEDULE - LEVEL 1 - 1-AH15 (35) - It appears that the count of (35) may be incorrect. It appears there are (39) ATUs on AH15. What is the actual count of ATUs on AH15 that the Contractor needs to carry for their proposal?

Answer: Yes, the count is wrong. Please change to 39 (revised drawing sheet pending).

50. EP131 Drawing Series - On the CLC drawings there are numerous ceiling mounted OS and Wall Mounted Switches shown. The SOW does it specify that these devices are to be included in the bid. However, there seems to be specification sections related to these devices. Is the Contractor to include these in their bid?

Answer: Occupancy sensors and lighting were removed from this project.

51. Drawing Sheet MH003, AIR TERMINAL UNIT SCHEDULE - LEVEL 2 - 1-AH21 (15) - The provided ATU schedule does not include 1-ATU21-13 as shown on drawing sheet MH112i-1-R as an example. It appears that the 1-ATU21-13 interlocks with 1-ATU21-4. If so please provide the values for 1-ATU21-13?

Answer: This is 1-ATU21-13. Add this to Air Terminal Unit Schedule – Level 2 – 1-AH21. Increase the count to 16. Duplicate the schedule values assigned to 1-ATU21-10 for

1-ATU21-13.

52. Reference 23 31 00 para 3.2 DUCT AIR LEAKAGE TESTS AND REPAIR - If during their survey, the Contractor identifies crushed or damaged ducts that would prohibit DALT, how should they price unknown conditions?

Answer: The VA is aware of existing crushed ductwork. Damaged ductwork will be identified prior to commencement of work and be evaluated on a case-by-case basis. DALT will be performed in the area adjacent to the new VAV.

53. Reference 23 31 00 para 3.2 DUCT AIR LEAKAGE TESTS AND REPAIR - In addition, unresolved existing conditions may not allow a system or component to be effectively measured, tested, operated and commissioned. Given the potential existing condition issues that may arise can the VA confirm that DALT is for only areas that have larger portions of duct replacements?

Answer: The VA is aware of existing crushed ductwork. Damaged ductwork will be identified prior to commencement of work and be evaluated on a case-by-case basis. DALT will be performed in the area adjacent to the new VAV.

54. Drawing Sheet MH501 Detail 1, Notes 1 & 3 - Note 1 states to use straight duct minimum length of 3 times the inlet diameter while Note 3 seems to allow for a maximum of 3’ of flex duct from the inlet. Can the Contractor use flex duct as referenced in Note 3?

Answer: The use of flex duct is only to optimize placement and accommodate for minor offsets. Please install per the detail.

55. ATU Size Changes - There will be hundreds of new ATUs that will differ in size with existing. In these cases, this will require changes/transitions to the duct leading to and from the new ATU to make the reconnection. Should all these transitions and reconnections be in the Contractor’s base proposal, or would these conditions apply to MH001 GENERAL NOTES #10?

Answer: Duct transitions are part of the base bid.

56. Use of Existing Cable Trays - Can Contractor use existing interstitial wireway distribution for the 120v power?

Answer: Existing cable trays may not be used. Contractor shall install new EMT for conductors.

57. MH001 GENERAL NOTES #10 - The note states “THE CONSTRUCTION DRAWINGS WILL ALSO BE USED TO IDENTIFY EXISTING CRUSHED/DAMAGED DUCTWORK. PRIOR TO STARTING WORK, EACH AREA IS TO BE INSPECTED BY THE SUPERINTENDENT, VERIFIED BY THE COR AND ANNOTATED ON THE CONSTRUCTION DRAWINGS.” Is the intent of this note to document pre-existing case-by-case conditions that may result in additional scope and cost to the project?

Answer: The intent of this note is to protect the VA and the contractor by identifying existing damage in the interstitial.

58. Duct Drawings for Building 3 CLC - No notes indicate the demolition of ducts as shown. Is the demolition and installation of the duct shown on these sheets in Corridors C1-24, C1-22, C1-10 and C1-12 part of this project?

Answer: Duct demolition in the CLC corridors is limited to what is required to install the new VAV’s.

59. Building 3 CLC Scheduling - Due to the COVID protocols and with as many patient rooms the CLC has, how many CLC patient rooms can the Contractor expect to work in at a time?

Answer: The CLC protocol will be determined during scheduling. The number of patient rooms made available will be contingent on the contractor’s crew size and demonstrated ability to change out a specific number of VAV’s during a given work shift.

60. Building 3 Photos - During the site visit it was not possible to enter the CLC Building 3. Can the VA provide a few photos of above ceiling conditions particularly the intersecting corridor areas?

Answer: Provided under question 33.

61. Construction Period O&M - As the new ATUs/Controls are installed and started up via phasing, is the Contractor responsible to carry costs in their proposals for maintenance and operations of the controls/boxes throughout the construction period until final VA acceptance of the project?

Answer: Beneficial occupancy of each whole AHU distribution system including the associated ATU’s will be taken as they are completed and accepted.

62. Section 09 91 00 Painting - This specification references Section 09 06 00, SCHEDULE FOR FINISHES for interior paint colors. However, Section 09 06 00, SCHEDULE FOR FINISHES was not provided. Does 09 06 00 apply to this project?

Answer: There is very little painting in this project. Patch and paint areas will require matching the adjacent (i.e. humidistat boxes where removed).

63. MH601 - The details on this sheet reflect required clearances to the ATU. Is the Contractor to assume that the existing conditions satisfy these clearances, or do we have to install the new ATUs to meet these clearances (i.e. relocate any existing ducts and change ATU locations as required)? If so, would this be a part of the site survey after award for case-by-case changes?

Answer: MH501 describes working clearances. If existing conditions do not satisfy these clearances, bring to the attention of the COR for a decision.

64. MH601 Detail 1- Note 12 - The details on this sheet reflect a maximum discharge NC of 25. The ATU schedules have SPACE NOISE CRITERIA (NC) of 35. Does the VA want NC 25 or NC 35?

Answer: Use Noise Criteria (NC) as depicted in the ATU Schedules 35.

65. MH601 Typical Terminal Unit with Smoke Control, Installation Note #3 - The note states “Maximum of 30 Terminal Units per 20amp 120volt Circuit”. It appears that the drawings may be exceeding that maximum on many panels specified. Should the Contractor follow the note or the drawings?

Answer: Cannot locate this note. Installation shall be in accordance with NFPA.

66. Existing CAD drawings - Will the CAD files be available to the awarded contractor?

Answer: Available CAD drawings will be provided to the awarded contractor.

67. Solicitation – Do the duration of this project, will the VA provide acceptance on each and every ATU as they are installed (or perhaps individual whole AHU air distribution systems including associated ATUs) to eliminate any potential damage caused by others?

Answer: This will be mutually decided between the contractor and the COR. It will be suggested that beneficial occupancy of whole AHU distribution systems including the associated ATU’s will be the best course of action.

68. Economic price adjustment - Given that each Contractor will be expected to hold their bid price for 120 days beyond bid due date, is the VA going to allow provisions for an economic price adjustment affected by fluctuations in the economy?

Answer: The Government expects fixed price based on the terms and conditions established in the solicitation.

69. PRICE/COST SCHEDULE - CLIN 0002 includes deleting the 119 ATUs from the project. CLIN 0001 has 1,184 ATUs. Collectively, CLIN 0001 and 0002 totals 1,303 ATUs for both buildings. Should CLIN Item 0001 have the total for both buildings with Item 0002 providing a total price excluding the 119 ATUs from the CLC?

Answer: Item 0001 contains all the work for the main hospital and the Community Living Center (CLC). Item 0002, the firm is to provide the fixed price for the work (Main Hospital) without the 119 Variable Air Volume assemblies for the CLC. The evaluation factor is revised as part of this amendment to reflect that price will be evaluated as appropriate based on funding available for obligation at evaluation and award.

70. Reference – Drawing Sheet MH001 Mechanical Note 8.

The note states:

“The contractor must also provide all reports required by specifications. Supply air at unit discharge (db/wb &cfm); return air (db/wb & cfm); diffuser/grille (cfm); equipment (eat/lat); equipment (gpm); equipment pressures.” The specifications and drawing Note 1 and Note 8 are clear that all AHUs and ATUs and diffusers grilles are to be final tested and balanced. However, do the AHUs, ATUs and the diffusers “INSIDE” Project Area also have to fully “pre-tested” prior to demolition of ATUs?

Answer: Specification section 01 00 00 1.17 (B) B. Pre-test mechanical and electrical equipment and systems and make corrections required for proper operation of such systems before requesting final tests. Final test will not be conducted unless pre-tested.

71. SECTION 23 05 93 – Test & Balance - If the awarded Contractor is a certified NEBB (or AABC) test and balance contractor, can they perform this work using their employees as long as they provide the required NEBB-certifications (or AABC-certifications) for their technicians?

Answer: Testing and Balancing Contractor directly contracted by the General Contractor and independent of the Sheet Metal Contractor.

72. T-Stat Cabling Conduit Raceway - Various drawing notes state that all control wiring is to be in conduit. To meet this requirement, new conduit would need to be run down in-between walls for the new t-stat cables. In order to not damage existing walls, is it acceptable for the Contractor to free-wire t-stat cabling into concealed walls only without using conduit? IN essence, the Contractor would provide a new Junction Box directly above each new t-stat cable and then the Contractor would run conduit from the new ATU to the newly provided J-Box. Or would it be acceptable for the conduit down to the new T-Stat be in flex conduit?

Answer: Flexible conduit fished through the wall is acceptable.

73. Are there any AC 24 V circuits needed for the new DCP’s?

Answer: Digital Control Panels require 120V AC.
