1. Are we able to get an extension? Solicitation extended to 7/28/2020.
1. Qty 18) Circuit breakers to replace - page 8 says bad breakers will be replaced with a reconditioned breaker. Are we able to recondition the existing breakers? No. Turn over the bad breakers to the VA Electric shop. Contractor will need to place label/tag on breaker identifying the removed location & date removed
1. Qty (4) Transformers replace oil – “List D Transformer Report by ACV ENVIRO 9-27-2019” will not open and the Weidman oil analysis reports do not specify the # of gallons. I need this to quote replacement. Use 35- gallons for each. Contractor responsible for disposal of extracted/replaced oil. Oil was tested by ACV Envior in 2019, no PCB. ACV Envior Report is available.
2. BUILDING 41 (S/N: D4125101) (048B 41 GH PP) replace oil

1. They want to perform primary injection and secondary injection on all circuit breakers? We can do it, but you typically do one or the other. You need to perform primary injection to test trip characteristics if it doesn’t have a solid state trip unit. Primary injection requires the breaker to be completely removed to perform testing. On all breakers preform the primary injection. Secondary injection is not required.
1. Who schedules and pays for the DVP utility outages, if required? VA will schedule all outages with Delmarva Power. The VA owns all electrical distribution systems on the campus.
· Are the breakers manually or electrically operated (do they have a handle)? This will sway the price by $2K / breaker and we must factor worst case. There is no way to tell from the list.
· List A Breakers to be Tested- All molded Case Breakers are Manually operated.
· List A Breakers to be Tested- All ABC and MCB are electrically operated
1. Are we to supply the breakers that are being replaced, or just replacing them? Yes, contractor to supply breakers being replaced. Qty 18.
2. If we have to supply the breakers, can you please extend the solicitation because it is going to take 4-5 days for pricing. Solicitation extended to 7/28/2020
3. The scope calls out secondary injection and primary injection testing. From the bulk of the scope, it seems you want primary? But wanted to be sure. Yes, VA wants primary injection. Secondary injection is not required.
4. Are all items listed as “night” expected to be completed in one night, or is this over a period of several nights? Each line item is expected to be competed with in one night. Contractor can perform multiple line items, but all work needs to be completed that night. Work schedule needs to be submitted for approval in advance of work.
5. Same for “day” scope. Are they expected to be completed in one day, or is this over a period of several days. ? Each line item is expected to be competed with in one day. Contractor can perform multiple line items, but all work needs to be completed that day. Work schedule needs to be submitted for approval in advance of work.
