About this file
This is a Questions and Answers document for solicitation 36C24425Q0352 regarding generator maintenance services at the Wilmington VAMC. The document contains 12 vendor questions and government responses covering technical and contractual aspects of the work.
Key clarifications include: no site visits will be conducted before contract award; fire pump maintenance requires PM on first visit and oil/filter changes on second visit; fuel polishing services are not required; battery replacements may be covered under contract or handled by Wilmington VAMC; work can be performed during regular hours with no weekend requirements; oil and filter changes are only done during annual maintenance, not semi-annual visits; and all service has been performed on schedule historically. The document also clarifies that ozone action days in Delaware cannot be known in advance for load bank testing scheduling, and refers vendors to VAAR 852.219-75 regarding subcontracting limitations for this SDVOSB set-aside contract.

THE FOLLOWING ANSWERS HAVE BEEN PROVIDED TO VENDOR QUESTIONS:
Q1. We couldn’t find information regarding a site visit in the solicitation. For us to provide an accurate estimate, we may need to visit each unit to determine the right length of cables needed for the load bank test. Will there be a site visit before the contract award?
A1. No, a site visit was not scheduled for this solicitation.
Q2. We noticed that the fire pump was only mentioned twice in the document but was never given a more in-depth detail of the service that needs to be done. Once in the price/ cost schedule and another time in the unit list. What are the minimum required tasks for the Fire Pump annual inspection?
A2. The PM is completed the first time and the second time the annual change oil and filters are completed.
Q3. On page 15 section b. LOAD BANK TESTING: (CLIN 0002) iii. What days are declared as ozone action days so we can avoid scheduling on those days?

A6. No
Q7. On page 14 section ENGINE SAFETY CONTROLS. To provide an accurate quote, we would like to know if the ATS would only need an inspection or if it needs a full service. How many automatic transfer switches are there at your facility and do they need to be fully serviced annually? Not needed
A7. That section has been removed.
Q8. On page 12 section FUEL SYSTEM (#4). If the fuel sample comes back as Fail due to contamination, does the contractor need to submit a quote to perform a fuel polishing service to the day and storage tanks? So, please confirm the fuel polishing service is out of the sow of this contract.
A8. No, fuel polishing services for this contract is not required.
Q9. On page 13 section SERVICE BATTERIES. If we determine during the PM visit that the battery needs to be replaced due to failure or expiration date, is the replacement of batteries covered under the contract or does the contractor need to submit a quote for review and approval?
A09. Yes, or sometimes they may be replaced by Wilmington VAMC.
Q10. We couldn’t find any information regarding the last time the annual maintenance and load bank testing was performed. For scheduling purposes, when was the last time these services were completed?
