About this file
This document contains a justification for other than full and open competition for a federal construction contract opportunity. The Department of Veterans Affairs intends to award a sole source contract to Wattstopper for lighting control systems integration as part of an expansion of outpatient clinics at the James E. Van Zandt VA Medical Center in Altoona, Pennsylvania. The justification cites that Wattstopper is the incumbent provider of lighting control systems currently installed throughout the hospital, and that utilizing another system would require additional costs and staff training. The related federal contract opportunity notice indicates the Veterans Integrated Service Network #04 will issue a request for proposal for construction services for the Expand Outpatient Clinics for Patient Aligned Care Team project. The pre-solicitation states that responses are due in January 2020, with a projected construction cost between $5-10 million and a NAICS code of 236220. The opportunity is set aside for veteran-owned small businesses and HUBZone/8A firms.

To utilize another system would require the hospital staff to not only learn the use of another system, but may also lead to confusion on behalf on either the patients and/or staff. Also, it would cost the government more to maintain two different type systems, not only in storage of
