Questions and Responses Expand Outpatient Clinics for PACT Project for Proposal 36C244200004 Date of Responses – 02/26/2020
Question #1 There is a single patient lift going into room 1F43 in the Spinal Cord Injury Unit. Under the equipment section it references 11 73 00 ceiling mounted patient lift system. Section 2.2 Lift Unit references 650 pounds for non- bariatric and 1000 pounds for bariatric. Since there is only one (1) room having a patient lift installed, which size motor should be installed? 650 or 1000 pounds?
Response: 650 pounds
Question #2 Due to the size and scope of this project, it would be in the best interest for the Government to have eighteen (18) months (540 days) construction duration. Without this time, additional costs for multiple shifts and weekend premium time will be necessary to build and renovate in such a short duration. Can the Period of Performance be extended to 540 days?
Response: No. The 365 days is required.
Question #3 Due to the short duration of the project, can we have an Administrative NTP to start non-site construction management activities prior to the start of construction NTP? This would include submittals, badging, and procurement of long lead items.
Response: The Government can not provide an Administrative NTP. We will only provide the formal NTP.
Question #4 Specification Section 08 56 13 Blast Resistant Windows and 08 80 00 Glazing refer to blast resistant windows; however, neither specifications nor the Drawing 1-1-59 indicate which windows types are to receive this upgrade in cost. Can you provide which window types are to be blast resistant?
Response: All exterior windows are blast resistant windows per spec section 08 56 53. All blast resistant windows receive blast resistant glazing Glass Type IL# described in spec section 08 80 00 article 3.18.A. On Drawing 1-1-59, please revise every instance of note “IG #1” to state “Blast Resistant Glass IL# per spec 08 00 00 article 3.18.A.” [Minor clarification to question #4, Blast Resistant Windows specification is 08 56 53, not 08 56 13).]
Question #5 Drawing 1-1-H20, note 4 on Air-Cooled Remote Condensing Unit Schedule refers to condensers SSCU-7, SSCU-8, SSCU-9, SSCU-10 and SSCU-11 to be Bid Alternate #2. These condensers are not shown on any drawings or in the specifications. Can you provide the locations and details (specifications) of these condensers to the drawings?
Response: Delete Note 4 on Air-Cooled Remote Condensing Unit Schedule / 1-1-H20 in its entirety.
Question #6 The plumbing drawings show the domestic water lines routed under the floors in the basement. Due to the congestion of existing mechanical piping in the basement, future maintenance issues, and additional costs associated with thru-floor mechanical construction, is it acceptable to run the water lines above ceilings as in typical or similar VA facilities? Mechanical Contractors to provide As-Builts of final installation.
Response: There is no horizontal distribution piping in the basement and no Domestic Water Plan for the basement. Domestic water piping is routed in the 1st floor ceiling. Provide piping as shown.
Question #7 The SDBOSB funding cap is listed as $36.5 Million; however, the current funding cap is $39.5 Million. Please clarify that $39.5 Million is the funding cap for this project.
Response: The Small Business Size table for this project (NAICS Code 236220) is $39.5 Million for this project.
Question #8 Exhibit A – The fourth paragraph of this sheet mentions “The Project Management data is obtained for the purpose of evaluating technical capability in performance of future task order projects.” What does this reference? Please clarify.
Response: Paragraph 4 of Exhibit A was modified to clarify the paragraph requirement.
Question #9 A requirement for an organization chart is listed twice: once in the capability section and once as an attachment. Would it be possible to just put the organization chart into the attachment?
Response: Just putting the organization chart into the attachment is acceptable.
Question #10 Should all attachments fall at the end of the Technical Proposal?
Response: Attachments are to be placed at the end of each section in the Technical Proposal to minimize confusion during the evaluation process.
Question #11 Can the Government provide vector drawings instead of raster/scanned drawings?
Response: Vector drawings will not be provided for the proposal stage.
Question #12 Specification 08 33 13 Coiling Counter Doors – Paragraph 2.2.A refers to the Basis of Design in the Schedule for Finished. There is no section for Schedule for Finishes and there are not coiling doors shown on the drawings. Will coiling counter doors be added to the drawings and what is the Basis for Design?
Response: Delete Coiling Counter Doors spec section 08 33 13 in its entirety—Window Type 8’s are provided at Reception Desks.
Question #13 Specification 10 11 13 Chalkboards and Markerboards and Specification 10 11 23 Tackboards Part 1.2.B refers to “See drawing for finishes”. Drawing 1-1-69 lists no markerboards to tackboards, and there are no markerboards or tackboards shown on the drawings. Will markerboards be added to the drawings and what is the color and Basis for Design?
Response: These items will be VA provided, VA installed items. Provide appropriate blocking in walls for mounting.
Question #14 Specification 12 24 00 Window Shades – Paragraph 1.2.A refers to the color of shade cloth in window shade cloth in the Schedule for Finishes. There is no specification section for Schedule for Finishes and there are no window shades on the drawings. Will window shades be added to the drawings and what is the color and Basis for Design?
Response: All new exterior windows receive new window shades. Basis of Design: Timber Blind Metro Shade with Nordic Screen Plus Twill. Manufacturer’s Standard Color will be selected at submittal review
Question #15 Drawing 1-1-69 the Specialty Equipment Schedule – CC lists the following items with no Basis for Design:
M0400 Project Screen with remote control M7420 Mobile Exam Light M7470 Ceiling Mount Surgical Light There are no provisions on the electrical drawings for M0400 and M7470. Will there be specifications added or a Basis for Design given for these items? And will a support detail and electrical circuitry be added to the drawings for the ceiling mounted Projection Screen M0400 and Surgical Light M7470?
Response:
A. On Drawing 1-1-42, delete references to M0400 Projection Screen and M0385 Projector. Item M0512 Television shown on details C3.1 and C5 shall be SMART Board 7075 Pro, provide blocking in wall for VA provided, VA installed equipment B. On Drawing 1-1-69, move JSN Items from Table titled “Specialty Equipment Schedule—CC” to Table titled “Specialty Equipment Schedule—VV,” as follows:
1. M7420 Light, Exam, Mobile.
2. M7470 Light, Surgical, Ceiling, Single, Small
Question #16 Drawing 1-1-69 the Specialty Equipment Schedule – CC lists item A1110 Prefabricated Headwall with no Basis for Design. Will there be a specification added or a Basis for Design given for these headwalls? And will details for any MEP services required be added to the drawings for these Prefabricated Headwalls A1110 which is located in Room 1F42 Spinal Cord Injury per Drawing 1-1-42?
Response: On Drawing 1-1-69 in Table titled “Specialty Equipment Schedule—CC” and on Drawing D5/1- 1-42, delete JSN Item A1110 in its entirety. This project does not include the Patient Bed Service Unit (Headwall).
Other Remarks
· Drawing 1-1-69, Item A1010 Telecommunications outlet shall be Contractor provided, contractor installed.
