About this file
This document includes a justification for a sole source award and a notice of a forthcoming federal contract opportunity. The justification is for maintenance and integration work on an existing fire alarm system installed by Bettwy Systems at the James E. Van Zandt VA Medical Center. The work includes integrating new devices into the system as part of an expansion of outpatient clinics. A full and open competition is not possible as any other installer would void warranties. The notice indicates the Veterans Integrated Service Network 04 will issue a request for proposal for construction services to expand outpatient clinics at the Altoona VA Medical Center for approximately $5-10 million. The solicitation will provide a 30-day response timeframe and tiered evaluation for offers from SDVOSBs, VOSBs, small businesses, and large businesses. Questions are due by email by a specified date and a pre-proposal site visit will be held approximately one week after posting.

VHAPM Part 806.3 Other Than Full and Open Competition (OFOC) SOP Attachment 2: Request for Sole Source Justification Format >SAT
OFOC SOP Revision 08 Page 1 of 2 Original Date: 03/22/11 Revision 08 Date: 04/18/2018
DEPARTMENT OF VETERANS AFFAIRS
Justification and Approval (J&A) For
Other Than Full and Open Competition (>SAT)
Acquisition Plan Action ID:___________________________________________
1. Contracting Activity: Department of Veterans Affairs, VISN 4, James E. Van Zandt VA Medical
Center, Altoona PA. Station 503. “Justification for Other Than Full and Open Competition.”
Construction Project Number 503-315 – Expand Outpatient Clinics for Patient Aligned Care Team.
2. Nature and/or Description of the Action Being Processed: This facility has a requirement to expand the outpatient clinics to meet the VA’s Patient Alinged Care Team (PACT) model. As part of the expansion, new fire alarm devices will be integrated into the existing fire alarm system. The system warranty is currently held by Bettwy Systems. The solicitation for this procurement shall be advertised for a minimum of 30 calendar days in order to obtain competition from qualified Service Disabled Veteran Owned Small Business (SDVOSB) concerns. This Sole Source service is for the Bettwy Systems, this action will be awarded as part of the new contract requirement as described above “Expand Outpatient Clinics for Patient Aligned Care Team”.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: Fire Alarm System currently installed throughout the hospital is provided and maintained by Bettwy Systems which is considered “Sole Proprietor” and any other installer would void all current warranties. Therefore any other installer would not work as a substitute and be substantial duplication of cost.
4. Statutory Authority Permitting Other than Full and Open Competition:
( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1;
( ) (2) Unusual and Compelling Urgency per FAR 6.302-2;
( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3;
( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5;
( ) (6) National Security per FAR 6.302-6;
( ) (7) Public Interest per FAR 6.302-7;
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The fire alarm system installed and maintained by Bettwy Systems is currently the system utilized throughout the hospital campus.
To utilize another installer would void all current and active warranties for the system. Also, it would cost the government more to maintain the fire alarm system with no warranty. The “duplication of cost” to maintain an unwarrantied system would not be recovered by the government.
