1-Instructions
Instructions for Activation TEP Calculation workbook:
a. Tab 2 “Labor Rate Table”
- Each offeror shall complete column B (ORANGE cells) to identify the title of the offeror’s labor category which matches the Government’s Functional Area.
- The offeror will then provide 5 years of fully burdened rates for each of their proposed labor categories in columns C, D, E, F, and G (YELLOW cells).
- Every Government Functional Area must have a proposed Contractor Provided Labor Category and 5 years of rates or the offeror will be considered nonresponsive.
- The same Contractor Provided Labor Category may be used for multiple Government Functional Areas (the rates must match).
These labor rates will be locked into the subsequent 5-year IDIQ for the awardee.
- This labor rate table will become part of the IDIQ contract for the awardee and will be used to price all future Task Orders under the IDIQ.
b. Tab 3 “TO 1 Price Proposal”
- Each offeror will quote the number of labor hours needed for each Contractor Provided Labor Category for each year in order to meet the requirements of the Task
Order 1 PWS in Columns D, G, and J (all BLUE cells).
- All labor categories from the Tab 1, “Labor Rate Table,” are available to use on the “TO 1 Price Proposal” Tab, but not all may be required.
- If the offeror does not require a labor category to complete Task Order 1, the respective hours cell should be left at “0”. Cell L30 will auto populate based
on the completion of the “4-TO 1 Travel” tab.
- Task Order 1 will be awarded as a Firm Fixed Price
c. Tab 4 “TO 1 Travel”
- Under the “TO 1 Travel” tab, the offeror will complete rows 3 to 30 (not all rows may be needed) to identify all trips needed to meet the requirements of Task Order 1.
- If the exact same trip will be made multiple times (same location, number of travelers, number rental cars, and number of days/nights) the column D “Total Trips Per
TO” should represent the total amount of times that trip is required.
- When location, number of travelers, number rental cars, and number of days/nights varies, a new row should be created.
- Travel will be awarded as a Firm Fixed Price
d. Tab 5 “All Other TO Price Estimate”
- There is no action required of the offeror under this tab.
- This tab takes the information provided on the previous tabs and applies it to a Government estimate of hours needed for each labor category for each year of the IDIQ
outside of Task Order 1.
- This will better help the Government forecast the potential price of the IDIQ Tasks that are not captured under Task Order 1.
- This information is FOR EVALUATION PURPOSES ONLY.
- The actual hours required and labor category mix for any future task outside of Task Order 1 is unknown at this time and will be proposed by the awardee, negotiated,
and awarded on a Task Order basis.
e. Tab 6 “TEP Rollup”
- There is no action required of the offeror under the “TEP Rollup” tab.
- This tab totals the amounts quoted by the offeror for Task Order 1 and the estimate calculated by the Government (based on the proposed labor rates) for all other
Task Orders to determine a total evaluated price (TEP). This will be the price used for evaluation purposes in awarding the IDIQ and Task Order 1.
