Changes to Section E.1 Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items:
E.1 (B)(4) The page limit and font size restrictions do not apply to the following in Section F:

· Paragraph 6 - Other Requested Submittals.
· Paragraph 2(c) – AIMS submittal.

(B)(5) Submitted quotes should contain the offeror’s best terms. The offeror may submit more than one quote. The Contracting Officer may reject any or all quotes. After the evaluation of quotes, the Contracting Officer may negotiate final terms with one or more offerors of the Government’s choosing before issuing a single award IDIQ contract. The Contracting Officer will not use the formal source selection procedures described in FAR Part 15. The Contracting Officer may award to the offeror with other than the lowest price.
Offerors may only submit one quote

Submitted Questions:
1. Question: Is Deliverable TO1-002 asking us to create a schedule for each of the different departments? If not, what is the Government referring to by “Individual Services” for this deliverable?
Answer: Yes. “Individual Services” refers each department
2. Question: Both TO1-001 and TO1-003 are due 1 month from task order award. Can we assume that the Contractor will be given the construction schedule at the time of task order award?
Answer: Draft construction schedule is provided in Attachment E of the solicitation. Updated construction schedules will be provided when they become available. Deliverable due dates will be adjusted accordingly. However, Contractor should use the most recent construction schedule (provided) for deliverables such as 001 and 003.
3. Question: TO1-004 appears to be a bit redundant with the requirement for CONOPS documents in Section 7.6, which will address the staffing plan. Could the Government clarify what is required for TO1-004 and how this requirement is distinct from what is provided by the CONOPS documents?
Answer: TO1-004 is not a redundancy of the Section 7.6 requirement. TO1-004 deliverable will be a detailed Project Phasing and Facility Staffing Plan; Section 7.6 deliverables include the detailed CONOPS specified and the associated plan for transitioning to the new location.
4. Question: TO1-006 Transition Plan and TO1-046 Transition and Pre-planning CONOPS appear to be highly similar except TO1-046 is built based on STRATCOM. Does the Government intend for TO1-046 to be built on the STRATCOM and Communications Plan from TO1-068 and TO1-069?
Answer: It is not intended that one task order be limited or bound by parameters other than those stated in the solicitation. All offers should be prepared to provide deliverables as described and coordinated to be consistent in all deliverables.
5. Question: Some of the TO1 deliverables have defined due dates such as May 2019. Does the Government have an anticipated award timeline to give us a sense of how long we have to complete these deliverables, or are these due dates incorrect?
Answer: Realistic Deliverable due dates will be set after award and kick off. Government anticipates IOTA contract award during FY19.
6. Question: Looking at the accelerated timeline for submittal reviews, the Government has only given itself 15 working days for review. However, with all of the tasks involved, such as review of DD1 drawings (often 7 days), user group meetings (could be 7-10 days based on number of departments involved), updating DD1 drawings for entire facility lay in all the FF&E, finalizing all make and model for all equipment, completing cut sheets, coloring the drawings, and having the IOT&A contractor incorporate updates, it seems that 15 days may be too short. Would the Government consider extending the amount of time allotted for VA review in this timeline?
Answer: No. Those review periods are outside the control of the activation team (set by CFM) and cannot be extended.
7. Question: For TO1-014 FF&E Cut Sheets, it states that “Contractor shall prioritize cut sheets for long lead-time items”. Does the Government expect FF&E Cut Sheet submittals to be organized by lead-time rather than by order of JSN? During the initial stages of design development where basis of design manufacturer has not been defined, what is the VA’s expectation regarding organizing the FF&E cut sheets by lead time?
Answer: FF&E Cut sheets should be identified by appropriate JSN, however it should also provide necessary information for timely procurement. Identification and potential prioritization of lead-time requirements will be needed to fulfill this requirement.
8. Question: TO1-020 Design Submittal 1 includes an initial CONOPS report and other CONOPS-related deliverables. Would the Government considering moving the CONOPS work from TO1-020 to a different task order under 7.6 CONOPS and Transition Services?
Answer: Yes. If deliverables need modified, that will be discussed after award. For the purposes of this solicitation, quotes should align to the Task Order as written.
9. Question: For TO1-024 Updated Drawings, the IOT&A Contractor does not generally produce as-built drawings; they are usually provided by the General Contractor. Would the Government consider removing this requirement, or does the Government expect the IOT&A Contractor to provide these capabilities?
Answer: Updated, and final Revit Model FF&E drawings are a required deliverable. As Built construction drawings are not required for this deliverable. See Revised TO1-024
10. Question: TO1-030 Existing FF&E Inventory Report states that the Contractor is responsible for maintaining the FF&E list provided by Attainia. Can the Government confirm that Attainia will provide existing FF&E?
Answer: FF&E plans will be compiled through TO1-#s 28, 30, 35 & 36. FF&E list provided by Attainia would be after IOTA Contractor provides initial FF&E to Attainia for validation.
11. Question: TO1-016 Design Review Report includes fire codes while TO1-065 is a third party life safety review. Does TO1-065 need to involve a licensed fire protection engineer? If so, is there any significant difference between the fire code work in TO1-016 and TO1-065 besides being performed at different times?
Answer: T01-16 requires a review and coordination to ensure FF&E plan will be supported by the designed MEP of the new facility. TO1-065 requires validation of Life Safety Review following completion of FF&E, review should be provided by appropriate qualified professionals.
12. Question: TO1-033 Acquisition Plan and TO1-034 Acquisition Schedule have defined due dates while TO1-020 Design Submittal 1 has a TBD due date. Given that TO1-033 and TO1-034 deliverables depend on having a completed design submittal for certain pieces of information (i.e. number of packages, basis of design manufacturers for FF&E lead times), are the due dates for TO1-033 and TO1-034 subject to change depending on when Design Submittal 1 is completed?
Answer: See answer to question #5
13. The Due date for Deliverables in Task Order 1 is May 2019, is this the correct date or will the date change?
Answer: See answer to question #5
14. For IO&TA draft schedule purpose, what is the estimated IO&TA TO1 award date?
Answer: FAR 52.212-1 Instructions to Offerors (E.1)(A) states that TO1 is being awarded concurrently with the base IDIQ – to be awarded no later than September 30, 2019.
15. TO1-022: The due date is 2 months from Task order award, however 2) Provide a list of new cores and staff assignments is a requirement. TO1-005 Integrated Staff “Faces to Spaces” Program due date is 6 Months from Task Order award. Is the due date for TO1-022 correct, or will the due date change?
Answer: See the answer to question #5
16. The Government will have 15 days to review and comment and will return the drawings to the Contractor to update. Is this 15 working days, or 15 calendar days? The Government will have 15 days to review and comment and will return the drawings to the Contractor to update. Is this the Government review timeline for all Contract Deliverable reviews?
Answer: The Government will have 15 calendar days. The information below has been added to the IOTA IDIQ PWS on page 16 under Section 14.2.2 Design and Planning Services

within 30 calendar days after VA review
VA Review
15 working days
17. Can the contractor place the draft Activation Integrated Master Schedule as an appendix at the end of the proposal so that it doesn’t convolute page count for that section, being that it is not included in the page count?
Answer: All required documents should stay within the section it belongs.
18. TO1 7.6: What is the total number of staff to be relocated?
Answer: Staffing plan not yet finalized, estimate 300 of 450 staff will relocate and the balance will be new.
19. Can the contractor place the Basis of Estimate Worksheet as an appendix at the end of the proposal so that it doesn’t convolute page count for that section, being that it is not included in the page count?
Answer: See answer to question #17 above.
20. Would the government consider Past Performance within 5 years, instead of 3?
Answer: No. The Government prefers past performance instances of 3 years or less.
