About this file

This is Amendment #2 to Invitation to Bid #34401-13975 issued by the Tennessee Department of Disability & Aging for West Tennessee Emergency Generator Maintenance. The amendment addresses clarifications regarding service quantities and contractor licensing requirements. The scope encompasses preventative maintenance, inspections, load-bank testing, repairs, and emergency service on existing standby generators at West Tennessee facilities, specifically for multiple generator models including Generac, Kohler, McGraw-Edison Onan, and Elliott units. Line item 9 specifies 24 gas unit tests across 8 units over the five-year contract period, while line item 10 includes 10 diesel load-bank tests covering both 750kW and 60kW units. The amendment clarifies that respondents do not need to hold an active Tennessee Contractor's License to submit a bid, regardless of the contract value exceeding $25,000, though personnel performing electrical work must possess appropriate electrical and mechanical licenses. Prime contractors may subcontract licensed electrical work to properly licensed Tennessee electrical contractors. The amendment became effective upon release on August 24, 2026.

The amendment does not address specific pricing terms, set-asides, or funding sources within its text. The clarifications provided focus exclusively on licensing requirements and bid item quantity definitions to remove ambiguity from the original ITB specifications. All other terms and conditions of the original ITB remain in full force and effect unless expressly amended by this document.

1
Line 9 has a bid qty of 24 for the gas units… what does the 24 represent if there are 8 units over 5 years.
Line 9 and 10 are per test done per the specifications, as requested.
2
Line 10 has a bid qty of 10 for diesel load bank

Is this for both 750kw & 60kw?

How do we separate the difference?

Line 10 is for both 750 and 60kw.

3
The Terms and Conditions include the standard Tennessee Contractor License provision, but Specification Section V.E asks only for "appropriate electrical and mechanical licenses" for the personnel performing the work.

Does a respondent need to hold an active Tennessee contractor's license in order to submit a response to this ITB?

A Respondent does not need to hold an active Tennessee contractor’s license to submit a response to this ITB.

4
The scope consists primarily of preventative maintenance, inspections, load-bank testing, repairs, and emergency service on existing standby generators. It does not involve the installation of new generators as part of the scope.
Correct.
5
Could you please confirm whether a Tennessee Contractor’s License is required for the prime contractor to submit a bid for this contract if the total five-year contract value exceeds $25,000?
A Tennessee Contractor’s License is not required.
6
If a license is required, could you please advise which license classification would apply?
Refer to the answer to Q.5.
7
Also, may the prime contractor subcontract electrical work requiring licensure to a properly licensed Tennessee electrical contractor?
