About this file
This document is a detailed specification (Section 33 72 33) prepared by Knoxville Utilities Board (KUB) for a substation control house to be installed at the Halls Substation. The specification outlines comprehensive requirements for a prefabricated, structural steel and sheet metal control house enclosure measuring 36'-0" long by 13'-8" wide, with a 10'-0" interior floor to ceiling height. The enclosure is designed to house switchboard relay panels, batteries, and other electrical equipment, and must meet stringent standards including seismic requirements for an essential facility with a seismic importance factor of 1.50. The document specifies detailed requirements for structural elements, doors, electrical systems, HVAC, lighting, battery room, battery system, battery charger, and other critical components.
The specification includes precise technical requirements for the control house, such as wind load resistance of more than 125 mph, snow load capabilities of more than 50 psf, and specific manufacturing standards from organizations like AISC, ANSI, IEEE, and NEC. The manufacturer must provide a 36-month warranty for the complete enclosure and accessories, with a 10-year warranty on painted surfaces. The control house must be certified by the State of Tennessee under the Modular Building Act and include specific features like a battery room, restroom, smoke detection system, cable trays, and comprehensive electrical infrastructure. KUB has explicitly excluded two manufacturers (Atkinson Industries and IBI Power Packaging & Integration Solutions) from consideration and requires detailed documentation, including approval drawings, instruction manuals, and as-built construction drawings.
