2.4.1 Company Experience Matrix
For over 40 years, the IEM Team has brought seasoned experts with proficiency in the full emergency management lifecycle – providing support before, during, and after an emergency or disaster. The IEM Team has the relevant technical experience and capabilities needed to work with the AZ DOA, eligible agencies, and co-op buyers on the successful implementation of its emergency response and disaster recovery efforts. Our team also has the management capability that has been proven over the years to be the foundation of providing high-quality, cost-effective services, and excellent client responsiveness.
Solicitation No. BPM006719 02/20/2025 10
2.4.2 Activating Resources Rapidly—Staffing
As shown in the supporting documentation, IEM’s agility to deploy with little to no-notice has been successfully proven during several activations of local, state, federal, and US territory contracts. Using applications such as Everbridge to notify and keep staff on standby have proven effective for past deployments and ensures the mobilization of our response team requirements for little- to no-notice activations.
IEM has the experience needed with deploying resources to multiple locations with a minimum amount of time.
Both our Project Manager and Deputy Project Manager have considerable experience with such deployments and will work with the participating entity to ensure the requested resources are deployed aptly. IEM and its teaming partners can initiate deployment within a 24-hour period following notification. Upon notification of deployment, each staff member will receive a deployment guide as well as deployment orientation, so they are briefed on the requests of the AZ DOA. The guide will address requirements for traveling, what to expect once they arrive on-site, reporting instructions, staffing descriptions, living conditions, expected hours of work, and a list of items to have on their persons, including the proper credentials.
The IEM Project Manager, Scott Parkinson, will have the full support of IEM Headquarters, other satellite offices, and our subcontractors to provide, within 24-hours of notification, the availability and number of the personnel required.
This will be enabled by initiating a call-down list and opening the IEM SharePoint Team Portal used by all partners to document availability to fulfill the requested resources. The Team Portal will allow IEM and its partners to share real-time updates about the status of current employees, providing a common operating picture for deployment.
IEM uses a file-sharing and collaboration workspace in Office 365, Microsoft's cloud platform. We use an externally facing Portal site that allows client stakeholders and teaming partners to securely access the site for real-time asset availability and location, document exchange, status reporting, program and schedule updates, and collaboration on work products. Discrete lists provide dedicated resources for individual teaming partners to report and maintain status, contact information, and availability for rapid response candidates. These individual lists are accessible by the teaming organization only, and one organization's resources are protected from access by another organization.
Information in these resources is aggregated into a master data set, with capabilities for reporting, on-the-fly searching, filtering, and dashboard views of complete program information.
The program site is equipped with document libraries, contact lists, event calendars, training, and onboarding resources, and activity logs. Program leadership has full visibility of the site's content and can be confident of information security and real-time access to program data. With a multitude of experienced personnel and additional staffing from our teaming partners, IEM can respond quickly and effectively to the requested needs of the state. Our clients receive service from our teams who are well-trained and experienced. IEM staff collaborate for the long-haul on various projects, and there is no "team learning curve" when assigned to support our clients.
Additionally, IEM ensures training completion as part of annual goals, including project management, emergency operations center management, logistics, air operations, Incident Command System training, and other training offered not only at FEMA's EMI but also through universities, conferences, and private providers.
Our response teams work year-round to continually refine our deployment protocols so that we remain operationally prepared for initial staffing surges that are normally required at the beginning of a response to an emergency or disaster. IEMs diversified, trained, and vetted response teams like our “lightning strike teams”— with go-bags always packed—can immediately deploy to little or no-notice activation requests including pre-deployment planning. Our response teams are comprised of full-time rapidly deployable core cadre units and reservists with a wide range of knowledge in transportation management, air operations, logistics, operational support, emergency management, exercise development, and site planning and disaster operations planning. Since our scalable, adaptable teams have extensive experience in mobilizing and deploying with little to no-notice taskings, IEM ensures that we can meet the emergency response services and solutions required by AZ DOA for any size emergency or disaster.
