About this file

This document is a Request for Proposal (RFP) Solicitation No. BPM006719 for Statewide Emergency Response Solutions and Services, issued by the Arizona Department of Administration State Procurement Office. The solicitation includes an attachment detailing baseline infrastructure security controls, specifically focusing on data security standards and compliance requirements for potential contractors working with the State of Arizona. The document involves the Arizona Department of Homeland Security's Governance, Risk, and Compliance team and outlines specific security control frameworks based on National Institute of Standards and Technology (NIST) guidelines.

The solicitation requires contractors to comply with specific data security protocols depending on the type of state data they will process, transmit, or store, which are categorized as either Public State Data (NIST Low Impact) or Confidential State Data (NIST Moderate Impact). Contractors must either have existing AZRAMP, FedRAMP, or StateRAMP Authorization or complete a multi-stage assessment process, including submitting prerequisite control sheets and undergoing an AZRAMP assessment within 45 days of contract award. The state is progressively moving towards requiring StateRAMP Authorization, with potential future requirements for contractors to register, obtain authorization, and maintain compliance at specified impact levels.
