About this file

This document is a Request for Proposal (RFP) No. BPM006719 for a Statewide Emergency Response Services and Solution contract issued by the State of Arizona Department of Administration (DOA). The solicitation is specifically focused on emergency response scenarios, with IEM International Inc. as the offeror providing detailed pricing and project management information for potential emergency deployment scenarios across Arizona counties including Cochise, Navajo, and Yuma.

The contract covers comprehensive emergency response services with three specific scenario costings: a base camp deployment in Whetstone capable of supporting 1,000 persons daily for 3 months ($24,513,487.00), a Point of Dispensing (POD) facility with helicopter operations in Kayenta ($8,363,980.00), and a Temporary Support Center deployment after a fire in Welton ($6,003,382.00). IEM International proposes a 6% project management fee across these scenarios, with pricing inclusive of all associated fees including shipping, delivery, personnel, and other charges. The pricing document allows for independent review by the State of Arizona to validate reasonableness and best value, with potential rejection of proposals deemed not meeting those criteria.
