About this file
This is Addendum 2 to an Invitation to Bid (ITB) issued by the City of Palm Bay, Florida for aquatic weed control services. The addendum provides clarifications and responses to bidder questions regarding the 28-ITB-26 Aquatic Weed Control contract. The bid due date and opening date have been updated to Tuesday, March 24, 2026 at 9:00 AM and 11:30 AM, respectively. The scope of work involves herbicide spraying services at designated waterway locations throughout the City on a bi-monthly schedule with six applications per year. Services include spraying designated acreage as shown on City-provided maps, targeting emerged vegetation such as cattails, grasses, and shrubs, and treating vegetation along the waterline or from the waterline to the high-water mark depending on water levels. The City intends to award the contract to one contractor based on a firm, fixed price per acre rate. Right-of-way areas are required to be mowed twice annually, and all vegetation at each location is expected to be treated under the contract, with the exception that algae treatments and trash removal are not included in the scope.
The previous contract was awarded to Rockhopper Services Inc. The contract amount will be determined based on bids received, with pricing structured as a firm, fixed price per acre for aquatic weed control services. Contractors are required to provide a minimum 24-hour notice prior to each spray application and notify the designated City representative upon completion of work. The City will conduct inspections of treated areas within 5–10 days of application, and any deficiencies must be corrected by the contractor within five business days at no additional cost. All herbicides must be applied in strict accordance with label directions, and contractor personnel must wear all required personal protective equipment. An indexing discrepancy regarding map locations and missing map pages for certain index numbers is to be addressed in a future addendum, as is the confirmation of addresses for locations 65 and 66.
