About this file

This is Addendum 3 to a competitive solicitation (ITB 26298-ITB-MST) issued by Hillsborough County Public Schools in Tampa, Florida for fencing services. The addendum, dated August 28, 2026, modifies the original solicitation and addresses clarifications regarding fence specifications, pricing, and project scope. The fencing services contract encompasses multiple job types throughout the school district over a one-year contract period, including galvanized chain link fence, vinyl-coated chain link fence, vinyl privacy fencing, wood privacy fencing, wood post and rail fencing, steel decorative fencing, and Deacero panel fencing across 237 line items. The original bid submission deadline was August 26, 2026 at 5:00 PM, with technical questions due by August 12, 2026 at 5:00 PM. This addendum does not establish a new deadline but rather clarifies specifications and answers bidder questions raised during the solicitation process.

Key clarifications provided in this addendum include: vinyl-coated chain link fence fabric specifications requiring 9-gauge wire with 6-gauge finished coating; ornamental picket fence specifications requiring Montage Plus Majestic with 3/4-inch pickets and three horizontal rails; panic gate requirements specifying Tuf-Guard gates manufactured by Merchants Metals or approved equals with shop drawings and product specifications required for alternative products; line post sizing with 2-inch posts for 6-foot fences and 2.5-inch posts for 7 to 12-foot fences; and confirmation that gate line items 92-95 are priced per unit, not per linear foot, with pricing including both labor and material. The addendum also clarifies that this is a multi-site district contract rather than a site-specific project and directs bidders to use the provided Excel price sheet for submission. The school board declined to provide price escalation provisions for raw material cost increases, maintaining fixed firm pricing for the full 12-month contract term. All bids must be submitted electronically through VendorLink with pricing on an FOB Destination basis.

2. Questions and Answers

The following questions and answers are provided as a matter of information to clarify issues raised regarding the competitive solicitation. To the extent that changes to the competitive solicitation are required based on the questions received, the competitive solicitation has been modified as noted above in the competitive solicitation section of this addendum.

Question Answer Given the documented volatility of raw material costs in the fencing industry, will the School Board consider a price escalation provision within this annual contract?

Specifically, if a bidder experiences a verified manufacturer or mill price increase exceeding 5%, will the Board allow a mutual amendment to the unit price schedule, or is it the Board`s intent that all contract unit prices remain fixed-firm for the full 12-month term?

See Section 3.2.3

26298-ITB-MST Fencing Services is a contract for potentially multiple jobs throughout the district over the given contract period. This is not a site-specific contract.

Is there an actual table that we input our pricing into or do we simply use the fencing services price sheet (excel) that is available above, fill it out, and then upload it into Vendorlink when we are ready to submit?

Please use the excel sheet provided.

A 6-foot fence shall use 2-inch line posts. Fences 7 feet through 12 feet shall use 2-1/2-inch line posts.

Just want to verify that the panic gates must by Tuf- Guard manufactured by Merchants Metals?

It looks like line items 92 - 95 should be priced "per linear foot" NOT "each" as marked on the spreadsheet? Please confirm

No, the lines are correct at each. The gates are a specific size, and the price includes labor and material.
