About this file

This is an addendum to a competitive solicitation issued by Hillsborough County Public Schools (HCPS) in Florida for fencing services under ITB 26298-ITB-MST. Addendum 1, issued on August 24, 2026, modifies the original solicitation by extending the bid due date to Friday, August 28, 2026, at 5:00 PM and adding a revised price sheet in Microsoft Excel format. The solicitation covers fencing services for multiple jobs throughout the school district over a one-year contract period and includes various fence types such as galvanized chain link, vinyl-coated chain link, vinyl privacy, wood privacy, wood post and rail, steel decorative, and Deacero panel fencing. The contract encompasses 237 line items with varying quantities for installations, gates, posts, rails, and related components across multiple school sites within the district.

The addendum clarifies critical specification requirements and pricing parameters through a questions and answers section. Key specifications confirmed include that six-foot fences shall use two-inch line posts while seven- to twelve-foot fences require two-and-one-half-inch line posts; panic gates must be Tuf-Guard gates manufactured by Merchants Metals or approved equals; vinyl chain-link fabric shall be nine-gauge wire with six-gauge finish coating; and ornamental picket fences shall be Montage Plus Majestic with three-quarter-inch pickets and three horizontal rails. The addendum clarifies that line items 92 through 95 (gates) are priced per unit rather than per linear foot and include labor and materials. All pricing must be submitted on the provided Excel price sheet and uploaded through VendorLink. The School Board maintains firm fixed pricing for the full twelve-month contract term with no price escalation provisions for material cost volatility.

To the extent that changes to the competitive solicitation are required based on the questions received, the competitive solicitation has been modified as noted above in the competitive solicitation section of this addendum.

Question Answer

Given the documented volatility of raw material costs in the fencing industry, will the School Board consider a price escalation provision within this annual contract?

Specifically, if a bidder experiences a verified manufacturer or mill price increase exceeding 5%, will the Board allow a mutual amendment to the unit price schedule, or is it the Board`s intent that all contract unit prices remain fixed-firm for the full 12-month term?

See Section 3.2.3

Duration of the rental:

• Could you please confirm the total linear footage of fencing needed for the site? Just want to ensure we’re accounting for the full perimeter and any access points properly.

• Our Fencing product comes in 2 different panel sizes; did you have a preference, or can we decide based on the linear footage of the fencing need? (6x12 or 8x12 panels)

• Did you have any privacy screen preferences for the product?

• Would you be utilizing a 12 or 24 ft gate access to the site?

• Do you require any man-gates? (small pedestrian access gates)

26298-ITB-MST Fencing Services is a contract for potentially multiple jobs throughout the district over the given contract period. This is not a site-specific contract.

Is there an actual table that we input our pricing into or do we simply use the fencing services price sheet (excel) that is available above, fill it out, and then upload it into Vendorlink when we are ready to submit?

Please use the excel sheet provided.

In section 3.4.5.3 for fence post size, there is a range for fabric height of "Up to 6 ft" and "6ft to 9ft". With the "Up to 6 ft" being 2" Line Posts and "6ft to 9ft" being 2 1/2" Line Posts. Can you confirm whether a 6 ft fence would be 2" or 2 1/2" line posts?

A 6-foot fence shall use 2-inch line posts. Fences 7 feet through 12 feet shall use 2-1/2-inch line posts.

Just want to verify that the panic gates must by Tuf- Guard manufactured by Merchants Metals?

Yes. Panic gates shall be Tuf-Guard gates manufactured by Merchants Metals, or an approved equal. For an equal product to be considered, the contractor shall submit shop drawings and product specifications at the time of bid for review and approval.

Want to verify that the vinyl chain link wire mesh is 9 Ga.

Core coated to a 6 Ga. finish?

Yes. All chain-link fence fabric shall be 9-gauge wire woven fabric. Vinyl-coated fabric shall have a 6-gauge finished coating.

Want to verify that the Ornamental fence is Montage Plus (3/4" pickets) and that it will have 3 horizontal rails?

Yes. The ornamental picket fence shall be Montage Plus Majestic, with 3/4-inch pickets and three horizontal rails, as the basis of design. See Page 44 of Bid 26298.

It looks like line items 92 - 95 should be priced "per linear foot" NOT "each" as marked on the spreadsheet? Please confirm

No, the lines are correct at each. The gates are a specific size, and the price includes labor and material.

This Addendum shall be construed and governed by the laws of the State of Florida.
