About this file
This is Addendum #2 to an Invitation to Bid (ITB 26298-ITB-MST) issued by Hillsborough County Public Schools in Florida for fencing services. The addendum, dated August 26, 2026, modifies the original competitive solicitation for fencing services that encompass multiple installation types including galvanized chain link, vinyl-coated chain link, vinyl privacy, wood privacy, wood post and rail, steel decorative, and Deacero panel fencing across the school district. The solicitation covers potentially multiple jobs throughout the district during the contract period rather than a single site-specific project. The only substantive change in this addendum is a revision to the Price Sheet attachment (26298-ITB-MST Price Sheet Revised) to correct font color formatting for visibility purposes, with no changes to actual content. The original bid due date of August 26, 2026 at 5:00 PM and technical question deadline of August 12, 2026 at 5:00 PM remain in effect.
The addendum clarifies several specification and pricing questions received from potential bidders. The School Board has declined to include price escalation provisions, maintaining that all contract unit prices remain fixed-firm for the full 12-month term regardless of raw material cost volatility in the fencing industry. Key specifications confirmed include: six-foot fences shall use 2-inch line posts while fences 7 to 12 feet shall use 2.5-inch line posts; vinyl chain-link fabric shall be 9-gauge core coated to 6-gauge finish; panic gates must be Tuf-Guard manufactured by Merchants Metals or approved equal; ornamental fencing shall be Montage Plus Majestic with 3/4-inch pickets and three horizontal rails; and line items 92-95 for gates are priced per each unit, not per linear foot, as these are specific-sized components including labor and material. The Excel price sheet template must be used for bid submission through VendorLink, and all bidders must acknowledge receipt of this addendum with their bid submission.

2. Questions and Answers
The following questions and answers are provided as a matter of information to clarify issues raised regarding the competitive solicitation. To the extent that changes to the competitive solicitation are required based on the questions received, the competitive solicitation has been modified as noted above in the competitive solicitation section of this addendum.
Question Answer Given the documented volatility of raw material costs in the fencing industry, will the School Board consider a price escalation provision within this annual contract?
Specifically, if a bidder experiences a verified manufacturer or mill price increase exceeding 5%, will the Board allow a mutual amendment to the unit price schedule, or is it the Board`s intent that all contract unit prices remain fixed-firm for the full 12-month term?

26298-ITB-MST Fencing Services is a contract for potentially multiple jobs throughout the district over the given contract period. This is not a site-specific contract.
Is there an actual table that we input our pricing into or do we simply use the fencing services price sheet (excel) that is available above, fill it out, and then upload it into Vendorlink when we are ready to submit?
Please use the excel sheet provided.
In section 3.4.5.3 for fence post size, there is a range for fabric height of "Up to 6 ft" and "6ft to 9ft". With the "Up to 6 ft" being 2" Line Posts and "6ft to 9ft" being 2 1/2" Line Posts. Can you confirm whether a 6 ft fence would be 2" or 2 1/2" line posts?
A 6-foot fence shall use 2-inch line posts. Fences 7 feet through 12 feet shall use 2-1/2-inch line posts.
Just want to verify that the panic gates must by Tuf- Guard manufactured by Merchants Metals?

Yes. The ornamental picket fence shall be Montage Plus Majestic, with 3/4-inch pickets and three horizontal rails, as the basis of design. See Page 44 of Bid 26298.
It looks like line items 92 - 95 should be priced "per linear foot" NOT "each" as marked on the spreadsheet? Please confirm
No, the lines are correct at each. The gates are a specific size, and the price includes labor and material.
