WRWWTF Electrical Improvement Project Summary

This is a project presentation file for the Western Region Wastewater Treatment Facility (WRWWTF) Electrical Improvement (Project 26-014) located in Belle Glade, Florida, prepared for the state of Florida using a Progressive Design-Build delivery method. The project scope encompasses a comprehensive electrical distribution system replacement including the construction of two new buildings: a Main Electrical Building and a DIW (Deep Injection Well) Electrical Building. Primary deliverables include furnishing and installing new arc-resistant switchgear rated at 3000A with a Main-Tie-Main configuration in the Main Electrical Building; new FPL pad-mounted transformers with secondary conduits and wiring; a new 1500KW (1875kVA) rated generator in a sound-attenuated outdoor enclosure with fuel tank; new 1200A rated Motor Control Centers (MCC-1A and MCC-2A) with relocation of existing electrical loads; new 480V power panels, transformers, and LED lighting systems; new underground ductbank and conduits with associated manholes; new HVAC systems; and new Controllgoix PLC panels. The DIW Electrical Building will include new 1200A rated switchboards (SWBD-1A and SWBD-2A), new 18-pulse drive VFD units for deep injection well pumps, new reduced voltage soft starters for oxidation ditch aerators, and associated electrical infrastructure. The project also includes demolition of existing electrical equipment at the former Operations Building, Generator Building, and DIW MCC Building.

The file contains detailed technical specifications, one-line diagrams, and electrical schematics illustrating the new electrical systems and configurations. No specific pricing terms, response dates, bid submission deadlines, site visit schedules, or bidders' conferences are provided in this presentation document. The advertisement date is listed as "TBD" (To Be Determined), indicating that solicitation details have not yet been finalized. The project represents a significant capital improvement initiative involving the replacement and upgrade of critical electrical infrastructure to support wastewater treatment operations.

WRWWTF Electrical Improvement

26-014 – WRWWTF Electrical Improvement Progressive Design-Build Est. Advertisement Date: TBD Delivery Method: Progressive Design-Build

Description: WRWWTF Electrical Distribution System Replacement.

The work will include the electrical distribution system replacement at the Western Region Wastewater Treatment Facility located at Belle Glade, Florida. This project will also include two new buildings, one Main Electrical Building and one DIW Electrical Building.

Furnish and install new Arc Resistant Switchgear in the new Main Electrical Building New FPL pad-mounted transformers or relocated FPL transformers to the new Electrical Building, including secondary conduits and wirings from the FPL transformers to the new Arc Resistant Switchgear Furnish and install a new 1500KW (1875kVA) rated generator in a sound attenuated outdoor enclosure with a sub-base fuel tank near the new Electrical Building New Arc Resistant Switchgear will be 3000A rated with a Main-Tie-Main configuration. All breakers in the arc resistant switchgear will be draw-out type. New Arc Resistant Switchgear will consist of two (2) 3000A rated Main breakers, two (2) 1600A rated generator breakers, and one (1) 1600A rated tie breaker. All five breakers will be electronically operated breakers so that the automatic transfer logic inside the arc resistant switchgear will automatically control them in Auto Mode.

All 1200A and higher breakers will have an Arc Reduction Maintenance Switch (ARM) and will be LSIG type. All other breakers below 1200A will be LSI type. The ARM switch can be either part of the trip unit function or an external ARM switch.

New portable generator lug box with new manual transfer switch (MTS)

New Main Electrical Building:

New arc resistant switchgear will have the following feeder breakers:

1200AT/1200AF, LSIG, ARM switch for new switchboard (SWBD-1A), 1200AT/1200AF, LSIG, ARM switch for new switchboard (SWBD-2A), 1000AT/1200AF, LSI, ARM switch for new switchboard (MCC-1A), 1000AT/1200AF, LSI, ARM switch for new switchboard (MCC-2A), 200AT/400AF, LSI type for the existing Oxidation Ditch No.1 Aerator No.1 through reduced voltage soft starter (RVSS), 200AT/400AF, LSI type for the existing Oxidation Ditch No.1 Aerator No.2 through reduced voltage soft starter (RVSS), 250AT/400AF, LSI type for the existing Digester Blower No.1 through a reduced voltage soft starter (RVSS), 250AT/400AF, LSI type for the existing Digester Blower No.2 through a reduced voltage soft starter (RVSS), 200AT/400AF, LSI type spare breaker 250AT/400AF, LSI type spare breaker 400AT/800AF, LSI type spare breaker 800AT/800AF, LSI type spare breaker Provisions for future breakers (a minimum of two spaces)

New Main Electrical Building (Continued):

Furnish and install new 1200A rated Motor Control Centers (MCC-1A and MCC-2A) in the new Electrical Building and relocate all the existing electrical loads from existing MCC-1 and MCC-2. Existing MCC-1 and MCC-2 are located in the electrical room of the former Operations Building.

New MCC-1A will have a main breaker 1000AT/1200AF rated, a tie breaker 1000AT/1200AF rated, a power meter, a surge protection device (SPD), and all relocated loads from former MCC-1.

New MCC-2A will have a main breaker 1000AT/1200AF rated, a tie lug connection, a power meter, a surge protection device (SPD), and all relocated loads from former MCC-2.

During load relocation from existing MCC-1 and MCC-2 to new MCC-1A and MCC-2A, all power conductors will be replaced. The existing underground conduits and existing manholes will be reused for power conductor replacement. A portion of the new conduits will be installed from the new Electrical Building to the nearest manholes.
