Telecommunications Cable Plant

STRUCTURED CONNECTIVITY SOLUTION (SCS)

1500 Penn Ave., NW Washington, DC 5th Floor Phase Two Middle and South Courtyard

October 21, 2019 Request for Firm-Fixed-Pricing

INTRODUCTION:

The Department of the Treasury has a requirement for a new CommScope SYSTIMAX SCS telecommunications cable plant installation at 1500 Penn Ave, Washington DC, NW.

Qualified bidders shall be and/or utilize CommScope Certified Value Added Resellers (VAR’s). CommScope Certified Installation technicians shall be required to perform the work.

OVERVIEW:

The Department of the Treasury is going to be renovating their 5th floor middle and south courtyard space located at 1500 Penn Ave., Washington DC NW. This renovation is limited to the middle and south courtyard area of the 5th floor. Treasury is requesting the implementation of a “Structured Connectivity Solution”, which will herein be referred to as the SCS. The purpose of the SCS is to integrate all of the Voice over Internet Protocol (VoIP), Digital voice, Analog voice and Network LAN Data signals, both unclassified (DO-LAN), classified (TSDN-TFIN) and CCTV System onto a common cable distribution platform utilizing open office architecture. The designed SCS will consist of existing and new zone cabling, exclusively.

Coverage Area Subsystem, The Coverage Area Subsystem is the Telecommunications Outlet (TO). It’s terminated on the end of the horizontal cable that provides modular connectivity to a single point device The SCS design will provide this interface in close proximity to any device. In addition the SCS design will consider the length of the modular cords from the Coverage Area to the device in calculating the 90-meter distance limitation as specified in the TIA/TIA-568B standard Horizontal Subsystem, The Horizontal Subsystem connects the Coverage Area to the Telecommunications Closets (TC). One LAN Closet per floor. Horizontal cabling incorporated in the SCS design for this building will consist of existing zone cabling –yellow/blue CAT6 24 AWG unshielded twisted copper cable for Telephony/DO LAN data, gray OM1 62.5 multimode fiber to support the TSDN LAN data. New zone cabling will be installed to support the TFIN LAN data. That cabling will consist of yellow twenty four strand OM1 62.5 multimode fiber. The new fiber zone cabling shall be wired in a star/zoned configuration where the cabling connects from the TC to a under floor mounted zone box for the TFIN network. From the existing and new under floor mounted zone boxes manufactured solid patch cords with RJ 45 to MGS400 jack modules and fiber optic patch cords will connect to the IO at each work outlet location. The SCS design will not only be in compliance with all communications industry standards but also in compliance with all local codes and standards. The SCS design will also create a fully operational system without restrictions, and should provide maximum flexibility for future utilization by the Department of the Treasury.

Administration Subsystem The Administration Subsystem links all of the subsystems together at the TC and will consist of existing 360 GS6-2U 48 port Patch Panels and copper patch cords for the DO LAN; 1000G2-4U-IP-DS fiber optic shelves and fiber patch cords for the TSDN and TFIN LAN. The SCS design will include a comprehensive labeling plan for all terminating hardware and information outlets. The labeling plan will be in accordance with TIA/EIA-606, the Administration Standard for the “Telecommunications Infrastructure of Commercial Buildings” and the Department of the Treasury requirements.

Riser Backbone Subsystem The SCS fiber optic cabling design utilizes 50./125 um OM4 multimode armored cable to provide connectivity for the TFIN LAN, via the administration subsystem, from the LAN data Equipment Rooms, Main Cross connect hardware to the horizontal subsystem in the Telecommunication Closet

SCOPE-OF-WORK:

This furnish and install request covers the installation of seventy information outlets terminated in unclassified floor boxes each consisting of four Cat6 cables. Seventy red two strand 62.5/125m and 50 yellow four strand 62.5/125m fiber shall be terminated in classified floor boxes. The installation also requests the installation of nine new zones Request for Firm-Fixed-Pricing boxes wired with one yellow twenty four strand 62.5/125m OM1 multimode fiber optic cable connected to each new yellow zone box. In addition one aqua twelve strand 62.5/125m OM4 multimode armored fiber optic backbone cable is required. This cable will connect from the newly constructed LAN room in the middle corridor area of the 5th floor to vault 9. All associated terminating & support hardware and telecommunications information workstation outlets as described herein and attachments is also required

1. The Information Outlet ends of the CAT6 DO LAN/Telephony data zoned horizontal cabling shall be connected/patched from the floor boxes to the existing zone boxes with green or `yellow and blue solid patch cords- RJ45 to MGS400(green/blue/yellow jack modules).

2. The TC end of the CAT6 DO LAN/Telephony data zoned horizontal cabling terminates on existing 360-PM-GS6-2U 48 Port Panels mounted in Chatsworth Standard 19” Wide, 7Ft High open Relay Racks

3. Provide all appropriate labeling for horizontal cabling at the workstations according to industry standards (EIA/TIA 606) and Treasury instructions.

CLASSIFIED(TSDN) FIBER HORIZONTAL ZONE CABLING: (OptiSpeed 62.5/125m)

1. The Information Outlets ends of the TSDN LAN data zoned horizontal fiber optic cable shall terminate in floor boxes from existing zone boxes with red duplex SC to SC patch cords.

2. The TC end of the zone TSDN LAN data cabling terminates on ST connectors in 1000G2-4U-IP-SD fiber optic shelves in a Chatsworth Standard 19” Wide, 7Ft High open Relay Racks

3. Provide all appropriate labeling for horizontal fiber cabling at the TC and workstations according to industry standards (EIA/TIA 606) and Treasury instructions.

CLASSIFIED (TFIN LAN) HORIZONTAL CABLING: (OptiSpeed 62.5/125m)

1. The Information Outlet ends of the TFIN LAN data zoned horizontal fiber optic cabling shall terminate in floor boxes from newly installed yellow zone boxes with yellow LC to SC 62.5 fiber patch cords.

2. The TC end of the TFIN LAN data zoned horizontal yellow twenty four strand fiber optic cabling terminates in 1000G2-4U-IP-SD fiber optic shelves in Chatsworth Standard 19” Wide, 7Ft High open Relay Racks

3. Provide all appropriate labeling for horizontal zoned cabling at the TC and workstations according to industry standards (EIA/TIA 606) and Treasury instructions.

4. The zoned horizontal cabling from the TC to the zone box and IO shall be routed under the raised floors.

CLASSIFIED(TFIN) FIBER RISER CABLING: (LazrSPEED® - 50/125m)

1. Fiber Optic Riser Cables for Treasury TFIN LAN data shall be terminated on LC connectors in 600G2-1U Fiber Optic Shelves at the MC and 600G2 – 1U Fiber Optic Shelves with LC connectors at the TC. These shelves shall be mounted in open relay racks.

2. The Fiber Optic Riser Cabling Pathways consists of ladder type Cable Tray and vertical floor sleeves.

3. Provide all appropriate labeling for riser cabling in compliance with EIA/TIA 606 standards at both the MC & TC.

4. Provide fire stop in compliance with EIA/TIA 569.

5. Installation contractor prior to ordering cable should verify the riser cable lengths.

CROSS-CONNECTS:

· Treasury will install all patch cord administration for the required applications on this project at both the MC and TC.

STATION CABLE PATHWAYS:

· The IT cabling Contractor shall utilize existing cable pathways consisting of cable trays, under floor and J-hooks as required per electrical code.

TECHNICAL INFORMATION:

1. The installation contractor shall be required to furnish all major components associated with this project such as copper cabling; fiber optic cabling, terminating hardware, equipment racks, J-Hooks and cable support material, jacks, also all miscellaneous materials such as screws, anchors, clamps, grounding and support hardware not specified in this document or attachments in order to successfully complete this project.

2. All changes to the design or substitution of material after contract acceptance shall have Treasury approval.

TERMS AND CONDITIONS:

1. The calculation of material and work effort required to successfully install the cable plant (SCS) as described in this document and attachments is the sole responsibility of the installation contractor.

2. A breakdown of material and labor costs, (spread sheet format) shall accompany the contractor’s proposal.

3. The flow of all Treasury personnel or other contractors throughout work areas shall not be impeded in any way throughout the installation process. Provide protection of sensitive work via cones, caution tape etc.

4. All work must be none in a neat and professional manner, in accordance with all industry standards, applicable building codes and subject to final inspection by Treasury personnel.

5. Care shall be taken by the contractor not to block access to existing electrical, mechanical and life safety equipment.

6. Bidders are strongly advised to conduct a site survey prior to submitting a proposal.

7. The contractor shall coordinate their work with all other Treasury contractors from other disciplines.

8. All work done on this project shall be carried out with respect to the occupants on other floors as well as maintaining an appreciation for the building structure.

9. The installation contractor shall be required to provide Treasury with As-Built drawings both hard and two soft formats (CAD and PDF) as part of project close-out and acceptance.

10. The installation contractor shall be required to provide Treasury with cable performance testing in soft format as part of project close-out and acceptance

11. The contractor shall utilize a Systimax Certified Design Engineer

12. The contractor shall utilize Systimax Certified Technicians

13. The contractor shall be a Systimax Value Added Reseller (VAR).

14. Davis Bacon wages apply to this contract.

DELIVERABLES:

1. The installation contractor shall be required to provide Treasury with As-Built drawings both hard and two soft formats (CAD and PDF) as part of project close-out and acceptance.

2. The installation contractor shall be required to provide Treasury with cable performance testing in soft format as part of project close-out and acceptance

GOVERNMENT FURNISHED ITEMS:

1. The government will provide full size floor plan drawings (to include Work area Outlet locations) both hard and soft format upon request.

2. The government will provide design drawings for this project upon request
