Amendment #6 to Solicitation 2032H320R00009 The purpose of this amendment is to:

Questions and Answers
1. Please confirm what constitutes phase 2 and what constitutes phase 4A as there are no designations of these phases indicated on the drawings. See attached Sketch A.
2. Drawing AD 103 notes 3 & 7 call out new flooring to be 2” A.AF.F while these sections fall mid-field of the existing floor identified as 4” A.F.F. Is it the design intention to have two distinct finish floor heights? Yes the idea was to minimized the floor work. Thus, since the Middle wing floor is already set at +4”, it will remain here. The South Wing Courtyard is currently set +2” AFF, it will remain there.
3. Is there a target percentage for MBE participation. No.
4. Will there be any interconnection between the proposed Blue Box lighting controller and an existing lighting controller or building management system? There is no interconnection between the blue lighting and the existing lighting controller or BMS.
5. Who is the fire alarm company managing the building fire alarm system? LSSI in Virginia
6. Is GSA requiring a third party fire alarm test? No, the contractor must demonstrate the testing to Treasury Building Engineer.
7. What is the means of control and circuit source for the type 3 light fixtures? The type 3 lights should be controlled from a switch and each main entrance into the secure area. Power should come from s spare circuit in the panel PPC-5A.
8. Where are the FCU circuits to be fed from? The FCU’s are to be fed from panel MEC-5.
9. Solicitation references contractor compliance with DOT Directive P15-71. Will this be made available to the Contractor? The only training required is OSHA required training and the contractor is responsible to for that.
10. SOW Clarifications; Page 7 #3 Last two sentences mentioning Central Panel contradict each other. Please clarify? Should read: #3 All controls shall be re-used using building standard thermostats with existing night set-back from central computer and relocate as necessary all room sensors existing in the space as necessary to best suit the occupant..
No new central panel central panel connections are required. CENTRAL PANEL
CONNECTIONS ARE REQUIRED.
11. Sheet A-101, note #23; STC requirement — noisy location. Please define the requirement. No STC required.
12. Sheet A-101, Conference room 5315 has new STC walls with existing door to remain. We don’t believe that the door is STC rated. Please clarify. No STC required.
13. Sheet A-102, Conference room 5315 show type D STC walls but are not red lined. Please clarify.
No STC required, so for now no additional wall will be built.
14. Sheet M-701 shows pressure sensors, Co2 Sensors etc. Is this to be tied into the Siemens BAS?
Disregard. Co2 and pressure switches are not to be tied into the Siemens system.
15. Please confirm that the new work dielectric breaks are required on perimeter walls only. Yes
16. On previous DOT SCIF’s, existing pipe and conduit penetrations were grounded together in lieu of dielectric breaks, will that be the policy on this project? Use Dielectric Breaks.
17. Safety Manager and Superintendent can this be the same person or are you requiring two staff members? You can combine the superintendent and safety manager.
18. Are you requiring a QC Manager ? Yes but the Superintendent or Project Manager can do a dual role.
19. Construction Project Manager is not required to be on site at all times correct ? A Project
Manager is required on site at all times.
20. From the bid form :0001 CFIUS Phase 2 Renovation /0002 CFIUS Phase 2 Remaining Renovation/0003 CFIUS Phase 4 Renovation. We do not see on the drawings which areas of work are covered for each of these bid line items? See attached Sketch A.
21. Siemens is the only contractor we can use , but for what trades ? Yes Siemens is the only contractor you can use. Siemens is for Mechanical Controls.
22. How long do the security checks by the Government take ? A day or two
23. Contractors and their subcontractors must perform training required per Department guidance and TD P 15-71. Where does this training take place? How many days does it take, and who pays for it? The only training required is OSHA required training and the contractor is responsible to for that.
24. Property cannot be removed from the premises without a completed Treasury Property Pass.
Does this include all items to be demolished during the construction ? If yes how long does it take to get a pass? The pass can be obtained in one day. The pass is for removal of Treasury equipment or property items. Demolition/ Trash to the jobsite dumpster does not require a Treasury pass.
25. Parking: There will be no parking available at the Annex Building. What about space for an office trailer, laydown area and a dumpster space? No parking at Annex or the Main Treasury Building, only loading and unloading. No job site trailers are allowed on Treasury property, but you can set an field office up in the job site area. Is there a location to place a dumpster at Main Treasury.
26. Is there a Loading dock for delivery with a freight elevator the contractor can use? This is no loading docking at Main Treasury but you can unload in the Treasury moat and take it through B door into the Main Treasury to the freight elevators.
27. All deliveries shall be scheduled no less than 25 hours in advance. Is this all deliveries or just major ones? Sometimes small items will be required on a daily bases and it may not be possible to schedule 25 hrs ahead of time is that allowed? All deliveries.
28. Both U.S. persons and permanent residence are allowed to work on this project, correct? US Citizens only. They do not have to be born in the US but they must be US Citizens.
29. There are no specifications apart from the notes on the drawings, correct? Incorrect. There is the Scope of work, clarifications and sketches too in the Solicitation/ Scope of Work.
30. We cannot find a fiber riser on the drawings. Is there a riser and what kind of fiber is required?
There’s no drawing of the backbone fiber. Backbone fiber is mentioned on pages 3 and 4 of the RFP and listed on line 57 of the material pricing sheet. There’s one twelve strand LazrSpeed OM4 50/125m pull from MT Vault 9 to the new LAN room in the Phase two(center corridor) area. Route can be walked upon request and will be walked with contractor upon contract award.
31. The project scope calls for new cable to new and existing floor boxes but they are nor depicted on the drawings. Will a new drawing with the floor boxes locations(new & existing) be provided? Yes, after the demo is completed and the floor panel system surveyed. There will be two (2) floor boxes 10” X 10” in each office and for each work station. One is for telecom and the other one is for media.
32. The new floor boxes what Model is required? To match existing ones.
33. Is there space in the existing risers for the new riser cables? Yes
34. Is there an asbestos report or a lead paint report on this project ? Or if not and asbestos and lead paint is found will the removal will be via a Change Order? The asbestos has been removed from this building. If any should be found, say on an elbow above the ceiling, yes it will be addressed by a Change Order.
35. A101 your requesting new aluminum and glass to the windows? but there is no note on the demolition drawings to remove the existing windows ? To replace the windows we will need an elevation drawing with dimensions of the existing windows to be removed and replaced. The windows are not being replaced. An insert is be placed in front of the windows. The note states:

• INSTALL THE NEW GLAZING SYSTEMS TO THE INTERIOR AS OUTLINED IN “SECURE
INSERT WINDOW DETAIL”. PROVIDE RADIO FREQUENCY (RF) SHIELDING TO ALL SECURE
INSERT WINDOWS. ACCEPTABLE
RF SHIELDING MANUFACTURERS ARE:
A) RFOIL;
B) TECH-ETCH EMI/RFI SHIELDING;
C) TITAN STEEL CORPORATION OR EQUAL
• SECURED WINDOW INSERTS SHOULD BE “SD 250/2510 TECH SPEC” PRODUCT DATA
TRANSLUCENT BUT OPAQUE ALSO.
• THE TREATMENT IS TO BE BUILT INTO THE INSERT FOR ALL WINDOWS.
• REMOVE EXISTING WINDOW SHADES AND DISPOSE OF THEM.
• PROVIDE AND INSTALL NEW WINDOWSHADESES AS PER FINISHES SCHEDULE.
36. AD101 Gen Note 9 existing furniture and equipment to be removed by GC, do you have any details, none are shown on the drawings? The site visit showed you the existing furniture.
37. AD101 Gen Note 9 New furniture and equipment provided by Owner, who installs it ? If it’s the GC do you have any information to allow pricing? The new furniture and equipment will be installed by Treasury. It is already under contract.
38. Please confirm the location of any temporary dust barriers. Also do they need to be fire rated ?
The entrances into the space and all return air vents. No they do not need to be fire rated.
Polly will work for a temporary barrier.
39. AD101 Demolition note 9 protect millwork, do you have any elevation drawings detailing this millwork? Protection details ? There is not elevation of the drawing of the existing millwork which house the FCU. Contractor to provide protection plan and details to submit to Treasury’s review.
40. AD101 Keyed notes 2 & 4 extant millwork & historic door leaves to be refinished, do you have any details on the requirements for this refinish? Finishes to match existing finishes.
41. AD101 Keyed notes 9 repair millwork after walls have been removed, do you have any details on the type of material needed for this repair or the extend of the repair? Finishes and patching where fasteners are to be removed (in any).
42. D101 Legend existing walls to remain, do these walls get painted in the work area ? In between the windows and any other one that remain uncovered within the work area.
43. A101 Keyed notes 2 the new STC -50 Walls to be floor to deck, what is this height ? Slab to slab.
44. A101 Keyed notes 3 are you requiring the entire space including the deck to be fire sprayed?
Do you have a spec for this material? Any 3M Fireproofing product or equivalent will work.
45. A101 Keyed notes 13 & 14 unexcavated areas and flatten area next to them, please confirm what work is required regarding these two notes and where on the drawing are these two areas? They do not apply.
46. F001 Sprinkler and fire alarm work are there any approved contractors we have to use for this work to tie into the existing systems? Fire Alarm is LSSI and the Sprinkler is Guardian Fire Protection is who does our Preventative Maintenance work on site now.
47. CFIUS Base Contract: Phase 2 Renovation Schedule Construction 123 cal days from 05/01/20 to 8/31/20. Does this time frame include all the 3 line items on your pricing sheets? The time listed on the Solicitation sheet lists 213 cal days ? See below for time frame of contractor work.

48. CFIUS Base Contract: Phase 2 Renovation Schedule Contract award date is listed as March 31st
2020 is that the current date? As noted, the schedule is subject to change. Date likely postponed due to amendments.
49. Could the bid date be pushed back 7 cal days ? Date has been postponed to 3/19/20
50. To confirm all the work including demolition to take place between 7pm to 3:30pm Monday through Friday? That is correct.
51. Regarding Sheets A603, Door Schedule and A601& A602 Finishes: At Doors with Finish P-2 =
Paint primer + (2) Finish Coats; Are Primed Hollow Metal (H.M.) doors with quicker lead time acceptable? All doors to be solid core wood leaves except:
Doors 5205 –A, 5211-A and 5313-A can have 90 minutes fire rated and STC-50 Metal leaves with wood veneer finishes. Even if the leaves are wood, they must be 90 min fire rated and STC 50.
52. At Door No. 5202-A Vestibule Entry, Door Leaf Type B, please provide V-1 Finish requirements.
Needs to match referenced door finish.
53. Sheet A603 “*” Note below Door Schedule and Sheet A604 Door Leaf Type A lists “ UL LEVEL 3” after STC-50. Does this reference the 90 Minute Fire Rating? Please confirm no ballistic resistance requirements? i.e. no UL Level 3 bullet resistance door and frame performance required? Doors 5205-A, 5211-A and 5313 must be 90 minute fire rated and STC 50. SCIF doors are to comply with Federal Standard UL 752, level 3. Treasury to confirm force protection requirement.
54. Since the proposal is exclusively an electronic submittal, does the government require the original hard copy Bid Bond or only the electronic version? The government requires the hard copy.
55. Will the government allow CPARS to be submitted in lieu of Attachment B: Past Performance Questionnaire if they are available? CPARS can be submitted in addition to the Past Performance Questionnaire but not in lieu of.
56. Is the Certificate of Corporate Authority required to be filled out and signed if the company is a Limited Liability Corporation without a corporate seal? Yes
