About this file

This is a Supplemental Specifications document for Hillsborough County Engineering and Operations Department establishing construction standards and procedures for a sidewalk replacement and repair contract. The project encompasses sidewalk replacement, curb ramp construction, ADA compliance retrofitting, concrete repair, irrigation system repairs, tree removal, and site restoration across multiple locations throughout Hillsborough County. Work will be performed at various County locations with sequencing determined by the County, and the contract value is estimated at $10,000,000. The specifications establish standard work hours of 8:00 AM to 5:00 PM for low-volume roadways, 9:00 AM to 4:00 PM for high-volume roadways, and 9:00 PM to 6:00 AM for congested level "F" roadways, with all work occurring Monday through Friday excluding County holidays and weekends unless written authorization is obtained with 72 hours' notice. The contractor must develop a Construction Phasing Plan and Maintenance of Traffic Plan while maintaining one lane of traffic in each direction and preserving all existing auxiliary turn lanes throughout the project duration.

The specifications incorporate by reference Hillsborough County Public Works Standard Specifications (October 2023 Edition), FDOT FY 2026-27 Standard Plans and Specifications, FDOT Design Standards 2010, and Hillsborough County Stormwater Technical Manual 2023, with specific modifications to FDOT standards identified in the document. The contractor is responsible for all quality control testing through an FDOT-qualified testing laboratory approved by the County, while the County will perform quality assurance testing at no cost to the contractor. Permits including Right-of-Way Use Permits and Temporary Traffic Control Permits carry zero fees as they are waived by Hillsborough County, though all permit procurement remains the contractor's responsibility. An SBE subcontractor participation goal of 9% has been established for this contract, and incidental items including dewatering, cutting, patching, grading, concrete pipe collars, and irrigation system repairs are to be included in associated unit prices with no separate payment provided.
