About this file

This document is a Clean Construction and Demolition Debris (CCDD) Soil Screening and Testing Report prepared by Midwest Engineering and Testing, Inc. (MET) for a proposed shared-use path project located in Urbana, Illinois. The project involves extending a multi-use pathway from Main Street southward along the eastern edge of Weaver Park to Washington Street, then westward along the southern edge of Dr. Preston L. Willams, Jr. Elementary School to Prairie Park. On February 20, 2025, MET conducted geotechnical and environmental screening activities, which included advancing ten soil borings to a depth of approximately 11.5 feet and performing comprehensive soil sample analysis to determine if the soils could be disposed of as clean construction and demolition debris.

The laboratory testing, conducted by First Environmental Laboratories, Inc., analyzed soil samples for BTEX organic compounds, polynuclear aromatic hydrocarbons, total RCRA metals, and pH levels. Of the ten soil samples collected, nine were found to meet CCDD requirements, with only one sample (BLB9: 0'-1.5') having a pH level (6.14) outside the acceptable range of 6.25 to 9.00. For the soil from boring B-9, MET recommends either negotiating with an approved landfill for disposal, amending the soil with aglime to adjust its pH, or reusing the soil on-site. The total metals analysis showed all detected metal concentrations were below the Illinois Environmental Protection Agency's Maximum Allowable Concentrations (MACs) List requirements.

RE: CCDD Soil Screening & Testing

Proposed Shared-Use Path Bakers Lane Urbana, Champaign County, Illinois MET Project No. C53015

Dear Ms. Gieraltowski:

Enclosed, please find the laboratory testing reports, as well as one (1) table summarizing the analytical results, for the soil screening activities conducted at the above-referenced location by Midwest Engineering and Testing, Inc. (MET) on February 20, 2025.

Background

A paved, multi-use pathway has been proposed for development in eastern Urbana, Illinois. Specifically, the path will extend from Main Street, southward along the eastern edge of Weaver Park to Washington Street, then westward along the southern edge of Dr. Preston L. Willams, Jr. Elementary School to Prairie Park. MET was retained by the client to conduct a geotechnical exploration and evaluation to aid in the design of the new path. Concurrently with MET’s geotechnical project, we were also retained to conduct limited environmental screening activities on soil samples obtained during drilling, to determine if these soils could likely be disposed of as “clean construction and demolition debris” (CCDD) in accordance with the current requirements of the Illinois Environmental Protection Agency (IEPA).

MET’s screening activities included observing the advancement of ten (10) geotechnical soil borings throughout the areas of the proposed pathway, performing visual and olfactory screening of the retrieved soil samples for overt staining and suspect hydrocarbon odors, screening these soil samples with a photoionization detector (PID) to measure ionizable vapors, and submitting ten (10) representative soil samples – one (1) from each boring – to an accredited laboratory for analytical testing.

The analytical test results reported by the laboratory were compared to the IEPA’s Summary of Maximum Allowable Concentrations of Chemical Constituents in Uncontaminated Soil Material Used as Fill Material at Regulated Fill Operations (35 Ill.

Adm. Code 1100, Subpart F), commonly known as the “MACs List,” in order to help

CCDD Soil Screening & Testing Shared-Use Path Bakers Lane – Urbana, IL MET Project No. C53015

determine if the soils anticipated to be encountered during construction activities can be disposed of off-site as uncontaminated.

Field Activities

On February 20, 2025, MET arrived on-site to conduct geotechnical and environmental activities. Using an MET-owned and -operated drill rig, ten (10) soil borings were advanced, each to an approximate depth of 11.5 feet below the ground surface. Retrieved soils were visually and olfactorily examined by MET, and found to generally consist of topsoil, underlain successively by brown clays – possibly fill materials, brown-and-gray mottled silty clay loess, and brown to gray silty clay glacial till.

Volatile Vapor Screening

From each soil sample retrieved from the ten (10) borings, the remaining soil – after a portion was separated and jarred for geotechnical evaluation – was placed into its own, new, pre-labeled plastic Ziploc® storage bag for screening with a RAE Systems MiniRAE Lite Photoionization Detector (PID) equipped with a 10.6 eV lamp. The PID is an electronic instrument that measures the relative concentration of ionizable vapors within the headspace of the sample container. The response of the instrument is dependent on volatility, temperature, and ionization potential of gases measured. Because, in the majority of cases, the gases to be measured and their concentrations in the bag headspace are not known, the response of the meter serves as a relative indication as to the presence of ionizable vapors and does not provide an exact measurement of individual gas concentrations. The PID is, therefore, a qualitative tool for measuring the presence of ionizable vapors and not a quantitative measuring instrument.

MET utilized the PID in order to measure for the presence of ionizable vapors within the Ziploc® bag using the “headspace” screening technique: each sample was screened by inserting the instrument probe through a small opening in the zippered seal of the bag and measuring for vapors within the area between the soil and the top of the storage bag.

The PID was calibrated on the morning of the fieldwork, February 20, 2025, and did not detect the presence of any ionizable vapors in any of the soil samples screened from the ten (10) soil borings advanced by MET for this project.

Soil Sampling

After visual, olfactory and PID screening by MET, soil from each of the ten (10) sampling intervals selected for analytical testing was placed into the appropriate laboratory-supplied containers. The testing regimen for this project consisted of benzene, toluene, ethylbenzene and total xylenes (BTEX) compounds, polynuclear aromatic hydrocarbons (PNAs), total Resource and Recovery Act (RCRA) metals, and pH. MET followed the volatile organic compound sample preservation procedures outlined in SW-846 Update III Method 5035: Closed-System Purge-and-Trap and Extraction for Volatile Organics in Soil and Waste Samples. As required under the June 4, 1998 amendments to the State of Illinois Tiered Approach to Corrective Action Objectives (“TACO”) regulations, and in

Bakers Lane – Urbana, IL MET Project No. C53015

MET Midwest Engineering and Testing, Inc.

accordance with the above referenced preservation method, the soil samples submitted for BTEX analytical testing were preserved at the time of collection.

The sample containers were sealed, labeled, and placed in a cooler with ice for shipment, under signed chain of custody documentation, to First Environmental Laboratories, Inc.

(FIRST), an IEPA-accredited laboratory in Naperville, Illinois. The analytical testing was completed in accordance with USEPA SW-846 Test Methods, which are referenced in the laboratory reports and on the analytical tables provided with this report. Each sample was given an identifying name reflective of which boring it was collected from and its depth interval, e.g. BL[Bakers Lane]B1: 7.5’-9’ and BLB2: 5’-6.5’. The approximate locations of MET’s boring locations are plotted on Figure 1, attached to this report.

Sample Selection for Lab Testing

The criteria considered when selecting specific soil samples for lab testing included:

Visual and olfactory indications of potential contamination, PID screening results, Water-bearing strata, Soil and fill types, Range of depths explored, and Sample recovery.

During environmental screening observations, none of the soil samples retrieved from MET’s ten (10) borings showed visual or olfactory indications of potential contamination.

Additionally, the PID did not detect any ionizable vapors in any of the soil samples screened, and no water-bearing strata were encountered during geotechnical drilling. As such, the soil samples selected from each of the ten (10) borings were chosen as being representative of the depths explored and soil materials encountered.

Analytical Test Results

The analytical test results reported by FIRST were compared to the current IEPA MACs List values outlined in 35 Ill. Adm. Code 1100, Subpart F, effective August 27, 2012. The lab results compared to the maximum allowable values are summarized in Table 1, enclosed with this report.

BTEX

No detectable concentrations of benzene, toluene, ethylbenzene or xylenes were reported by the laboratory in any of the ten (10) soil samples submitted for chemical analysis.

PNAs

No detectable concentrations of polynuclear aromatic hydrocarbons were reported by the laboratory in any of the ten (10) soil samples submitted for chemical analysis.

Bakers Lane – Urbana, IL MET Project No. C53015

MET Midwest Engineering and Testing, Inc.

Total RCRA Metals

The metals arsenic, barium, cadmium, chromium, lead and mercury were detected in one or more of the ten (10) soil samples submitted for chemical analysis.

However, in each instance, the reported metal concentration was below the corresponding MACs List requirement.

pH

The pH levels reported by the laboratory for nine (9) of the ten (10) soil samples submitted for chemical analysis are within the allowable guidelines of between 6.25 and 9.00. However, the lab-reported pH for sample BLB9: 0’-1.5’ (6.14) is outside the allowable guidelines.

Conclusions

Because of the lab-reported pH level in the environmental soil screening sample from boring B-9 (too acidic), excess soils generated during construction activities in this area cannot be disposed of off-site as CCDD waste. Figure 2, attached to this report, shows the approximate locations where such soils are expected to be encountered.

If these soils must leave the site, the client, property owner, or contractor performing the work will need to negotiate with an approved landfill that will accept the impacted soil. Before agreeing to accept the waste, the landfill may require analytical testing for additional environmental parameters (e.g., TCLP metals, flashpoint, paint filter) which will increase project costs. Project cost increases for off-site transportation and disposal fees should also be expected.

Alternatively, the contractor may wish to consider amending waste soils with aglime (pulverized limestone) – to adjust its acidity – and retesting the pH, in an attempt to reclassify the soils here as meeting the definition of CCDD.

If these soils do not need to leave the site, they can be temporarily stockpiled and then reused (e.g., for backfill, landscaping berms). Impacted soils that do not leave the work site do not require additional environmental testing. The elevated costs associated with off-site transportation and landfill disposal would be eliminated as well.

Based on the analytical data for the remaining nine (9) CCDD soil samples (no detected BTEX or PNAs; total RCRA metals below MACs List parameters and pH within allowable guidelines), MET can issue completed LPC-663 forms during construction activities, certifying that soils from these (and only these) areas can be considered “clean”/CCDD waste, after an MET technician field-verifies that the location(s) where the waste soils were generated are not in and/or around boring B-9. We are aware of no particular special requirements or precautions, aside from standard construction best management practices, to load soils from these areas for off-site hauling, and no additional and/or specialized licensing required for transporting such spoils to their off-site destination(s).
