About this file

This document is a Request for Proposal (RFP) from the Arizona Department of Child Safety, Office of Procurement & Contracts, located in Phoenix, Arizona. The solicitation number is BPM006769 and specifically relates to Parenting Time Services. The RFP includes Attachment 4, which outlines Statewide Coverage and allows vendors to propose service for various Arizona counties.

The proposal details involve Parenting Time Services, with the vendor (HCS) currently operating two teams of Family Visitation Aides, each supervised and consisting of 12 employees who typically manage 4-6 cases simultaneously. At the contract's "Go Live", HCS expects to handle five to eight new referrals while continuing existing services. The vendor has plans for strategic expansion, including increasing team sizes from 10 to 12 and potentially to 15 staff per team, with openness to creating a third team if service demand and contract rankings support such growth. HCS is actively interviewing to fill positions and monitoring capacity to ensure they can accept new referrals as previous cases close. Maricopa County is the only county currently selected for service provision in this proposal.

Currently, HCS has two teams of Family Visitation Aides. Each team is overseen by one supervisor and has 12 employees who typically carry between 4-6 cases at a time. At this time, we are currently serving 94 referrals. At “Go Live” of this contract, we expect that we will be able to take five to eight referrals while continuing to serve out the current contract and referrals. If we are able to hire more Family Visitation Aides, we will be able to expand capacity at contract award. We are actively interviewing for this position. HCS will be monitoring capacity as we complete the Case Aide contract to ensure that we accept new referrals for this contract as old cases close. HCS does plan on expanding our capacity as long as a waitlist for services exists. The agency has staffed two full teams in the last year and increased the teams from 10 staff each to 12 staff each. HCS plans on increasing each team again to 15 staff each and are also open to a third team if the waitlist supports this need and our ranking allows us to continue receiving regular referrals.
