Public Procurement Place Portal (UP3) (Bonfire). Following the deadline, the names of those responding to the
RFP may be made public.
For the digital submission requirement, please upload a file to Utah Public Procurement Place Website
(Bonfire) that is entitled, “Company Name” - Technical Response – Pest Control, and a file that is entitled, “Company Name” - Cost Response – Pest Control. These files must be separate as indicated in the RFP documents. There should only be these two (2) files uploaded to the Utah Public Procurement Portal (Bonfire).
You may have one additional file entitled, “Other Information” which can include information on supplemental
/ optional components.
Utah Public Procurement Place may require uploading of electronic attachments. The U3P will accept a wide variety of document types as Word, Excel, and PDF attachments but not all. You MAY NOT submit documents that are embedded (zip files), movies, wmp and mp3 files or password protected files, etc. Such actions may cause your proposal(s) to be deemed as “non-responsive”.
When submitting an offer electronically through the U3P, please allow sufficient time to complete the online forms and upload documents. The solicitation will end at the closing time listed in the offer. If you are in the middle of uploading your documents at the closing time, the system will stop the process and your offer will not be received by the system. It is recommended that the submission process be completed the day prior to the due date, with the knowledge that any changes/updates will be accepted up to the due date and time.
Offerors are responsible for ensuring that their U3P registration information is current and correct.
Stakeholders shall not be responsible for missing or incorrect information contained in the offeror registration in the U3P. Incorrect or missing offeror registration information may result in failure to receive notification from the U3P regarding this procurement.
Proposals received after this deadline will be late and ineligible for consideration.
It is the intention of the District to issue a purchase order (or contract) with reasonable promptness, to the highest scoring responsive, and responsible offeror that meets the RFP requirements and specifications;
however, the District does not guarantee to make any purchase based upon this RFP.
An evaluation committee shall review the submittal material.
There should be no contact made with members of Nebo School District other than the Chief Procurement
Officer or designee regarding this RFP.
If only one proposal is received in response to the RFP, the purchasing agent, based on feedback from the department, may re-solicit for the purpose of obtaining additional proposals.
QUESTIONS
All questions should be submitted through the U3P / Bonfire portal during the time that questions are allowed.
Answers will then be available for reference from U3P.
Only written clarifications and addenda issued by the Purchasing Department will be binding for RFP evaluation and award of a contract or purchase order.
EVALUATION PROCESS
Multi-Step Evaluation Process and Criteria
Stage 1: Initial Review
In the initial phase of the evaluation process, NSD will review all proposals timely received. Non-responsive proposals not conforming to RFP requirements may be eliminated from further consideration. Those proposals that don’t meet the minimum required components will also be eliminated at this stage.
Stage 2: Technical Proposal Evaluation
The Evaluation Committee will evaluate all sections of the proposal other than the cost portion during this stage.
The minimum score threshold required to move to Stage 3 is 60. Offerors that achieve the minimum score threshold will proceed to Stage 3: Cost Phase. Offerors with a score of less than the minimum required technical points will be deemed non-responsive and ineligible for further consideration.
The evaluation process may be based solely on these factors. The evaluation process may include numeric scoring.
1. Experience and qualifications of the Contractor. 40-Points
2. Past history and/or experience on similar projects, including references 25- Points
3. Use of “green” chemicals, equipment, and procedures. 5- Points
4. Cost proposal. 30- Points
Stage 3: Cost Phase
Offerors successful in the technical evaluation will advance to the Cost stage. During this stage, the Committee will review the submitted price proposals. For purposes of this RFP, price will be evaluated subjectively. It will be considered as a total package along with the technical criteria and other factors identified in this RFP. NSD will make a “best value” determination that considers technical capability, pricing, and other factors identified in this RFP.
DISCUSSIONS WITH OFFERORS (ORAL PRESENTATION)
An oral presentation by an offeror to clarify a proposal may be required at the sole discretion of Nebo School
District. However, Nebo School District may award a contract based on the initial proposals received without discussion with the firms’ submitting proposals. If oral presentations are required, they will be scheduled after the submission of proposals. Oral presentations will be made at the offeror’s expense.
AWARD OF CONTRACT
Award shall be made to the Offeror whose proposal is the most advantageous to NSD, taking into consideration price and the other evaluation factors set forth in this RFP. NSD reserves the right to award the contract to a technically qualified lower-cost Offeror in the event the highest total combined scoring offeror is determined to not be the best value offered to NSD, based on a cost-benefit analysis.
