Subscriber Radio Statement of Objectives 2/1/2019

1.0 INTRODUCTION

The Department of State (DOS) plays the lead role in developing and implementing the President's foreign policy. Major responsibilities include United States representation abroad, foreign assistance, foreign military training programs, countering international crime, and a wide assortment of services to U.S. citizens and foreign nationals seeking entrance to the U.S.

The Radio Programs Branch (RPB) falls under the Bureau of Information Resource Management, Foreign Operations, Information Technology Infrastructure Office, and the LAN/WAN Services Division (IRM/FO/ITI/LWS/RPB).

The mission of the DOS is to execute foreign policy as formulated by the President of the United States. The DOS has overall responsibility for direction, coordination, and supervision of interdepartmental activities of the United States government at overseas locations.

RPB is the Department’s program manager for voice radio systems and provides lifecycle management of the radio systems in support of the protection of life, property, and operational security at domestic offices and overseas missions.

1.1 Background

The RPB Radio Programs are congressionally mandated (Diplomatic Security & Anti-terrorism Act of 1986) and consist of four programs: Domestic Radio Operations (DRO), Washington Area Radio Network (WARN), High Frequency (HF) & Overseas Emergency & Evacuation (E&E).

IRM's Overseas Radio Program provides radio communication capability to Department of State direct-hire American employees at United States missions abroad by maintaining E&E radio networks. As previous radio networks age and become obsolete, RPB replaces these radio networks and provides repair and return services.

This Statement of Objectives (SOO) describes the technical subscriber equipment configurations required to support the Global Radio Replacement Program (GRRP) program for the E&E radio systems.

The GRRP is a 10 year, life cycle replacement program for the E&E radio program at overseas posts. The GRRP replaces all E&E subscriber radios (handhelds, mobiles, base stations) and repeater systems used to provide the E&E radio service. With 280 total posts around the world, RPB performs either replacements or updates at a rate of 28 posts a year.

The E&E radio program has two channels: the E&E channel, which is unencrypted, and the Emergency Action Committee (EAC) channel, which is encrypted. RPB provides all DOS personnel a radio with the E&E channel. If a person is on the EAC at post, he/she will get an encryption capable radio with the additional EAC channel. As part of the E&E radio program, RPB also provides post with a base station radio in the entry control point, the Information Programs Center (IPC), and the Alternate Command Center (ACC). In addition, RPB provides enough vehicle radios to evacuate personnel to the airport or other evacuation point. The number of personnel at the post determines the quantities of all radio equipment assigned to the post.

2.0 SCOPE

DOS intends to issue an Indefinite Delivery – Indefinite Quantity (IDIQ) contract to support the work defined in this SOO. This purpose of this SOO is to delineate technical objectives for the Subscriber Radio project.
