About this file

This document contains questions and responses related to a solicitation for subscriber radios. The Department of State is seeking a variety of radio configurations including handheld, mobile, and base station models covering 380-512 MHz to support its Overseas Emergency & Evacuation program. Offerors must provide pricing for each required configuration by February 28, 2019. A single radio does not need to cover the entire frequency band, and two models will be accepted to cover 380-470 MHz and 450-520 MHz. The evaluation will utilize a 2-line remote configuration, while 8- and 16-line configurations must include technical specifications and manuals for review. The remote configurations should require minimal setup to interface with the provided radio models. Encryption is required for all equipment, and the keyfill device must support both DES and AES algorithms. Prior performance questionnaires may be resubmitted from a previous solicitation. Questions are due by February 14, 2019 regarding this small business set-aside opportunity with the Department of State.

RFP – 19AQMM19R0080

RFI Questions and Responses

# Document Section/Paragraph Question Response 1 Statement of

Objectives

(SOO)

Section 4.0 Required Equipment and Services 4.1, Paragraph 3

Section 4.1 describes providing UHF radios that cover 380 to 512 MHz.

Typically we make UHF models in two splits: 380 to 470 and 450 to 520. Must a single radio be capable of covering the entire 380-512 band or can we provide two separate models? If we can provide two separate models, which split would be required for the evaluation?

A single radio does not need to be capable of covering the entire 380-520. Two separate models are to be bid to cover the entire range.

UHF Range 1 (380 to 470 MHz) may be provided for evaluation. Specification documentation for Range 2 (450-520MHz) must be provided.

2 SOO Section 4.0 Required Equipment and Services 4.1, Paragraph 4

Section 4.1 describes the three subscriber configurations need for evaluation for handheld/mobile/base. It also describes the need for two separate “remote configurations” for dispatch console evaluation. Is the intention to use the two previously described bases in “configuration one” and “configuration three” with the console solutions, or do additional base radios need to be supplied for each remote configuration?

All remote configurations must be compatible with the base stations in configurations 1,2 and 3. The remote kits do not need to include radio(s).

3 SOO Section 4.0 Required Equipment and Services, 4.1, Following Paragraph 4

For the Remote Configuration One and Two, the availability of 2 to 16 lines is mandated, but how many lines and base stations are required for testing?

The 2 line remote will be required for testing. The 8 and 16 line remotes must have technical specs and manuals delivered for review during the testing.

# Document Section/Paragraph Question Response 4 SOO Section 5.0 Technical

Requirements The requirement specifies programming software for handheld equipment to operate on Windows XP AND later operating system. Mobile, Base Station, and Remote Console specifications are written as Windows XP OR later operating system. Is the difference in specification intended?

The correct verbiage is “Windows XP or later operating system. DOS will amend the RFP accordingly

5 SOO Section 5.0 Technical Requirements

Section 5.D states that the console interfaces will be preconfigured to support the submitted radios. Is it the intention of the evaluation staff to fully program the radios with the desired frequencies, talkgroups, zones, channels, personalities and encryption; is there any specific information we need to program in the radios prior to shipping to ensure functionality upon receipt?

The intent is that the remote configurations require minimal configuration (out of the box) to function with the radios "Plug and play". The preference would be that the remote poles the radio get any radio specific information automatically (not a Requirement). If the remote requires that the radio specific information be manually loaded or configuration files then we be looking at ease of use for that process and a template configuration file.

6 SOO Section 5.0 Technical Requirements

A/B/C/D, subscribers, base stations, and consoles all indicate AES encryption only. Please clarify the intent of adding DES capability to Key Fill Device.

Yes, The key fill device must have DES and AES. DES capability is required when matching other agency encryption requirements and times when it's not possible to move to AES.

7 RFP L-002 Instructions for Proposal Preparation and Submission

Concerning the remote consoles submissions for review, are each of the configurations of 2, 8, and 16 lines along with soft console versions to be submitted, or is a 2-line configuration the only one required for review?

The 2 line remote will be required for testing. The 8 and 16 line remotes must have technical specs and manuals delivered for review during the testing.

# Document Section/Paragraph Question Response

8 RFP L-002

Instructions for Proposal Preparation and Submission

If the Offeror’s customers provided Past Performance Questionnaires for the previous solicitation (19AQMM19R004), is this sufficient to fulfill the current requirement, or does the Offeror need to request these questionnaires be filled out and returned again?

Offerors need to request that questionnaires be filled out and returned again

9 RFP L-002

Instructions for Proposal Preparation and Submission

Usually vendors supply a VPAT. Is the vendor to supply both a VPAT and GPAT? Is DoS planning on providing a GPAT or a VPAT template?

VPATs are sufficient. DOS will amend the RFP accordingly
