Questions and Clarifications

IdentifierTechnical, Cost, or AdminRFP Section and Page ReferenceQuestion or Clarification RequestOfferor Recommendation (if any)Government Response
1TechnicalRFP Section L.9.4.1, paragraph a)Will the Government allow a vendor to hold the necessary certifications and licensure identified for L.9.4.1 a) 1. through 3?We recommend this be allowed, as this is an 8(a) set aside solicitation, and very few 8(a) certified companies possess these certifications; therefore, allowing use of certified/licensed vendors expands the competition. The contract provides life cycle sustainment of a program of emergency equipment and supplies already in the field. In order to keep pace with replacement requirements without significantly and negatively impacting the Government's emergency preparedness around the world, the selected vendor must be prepared and capable to begin full performance at the time of award. Full performance requires that all necessary licenses and certifications be in place at the time of award. As there is no hard timeline for the processing of each certificate or license, resposive vendors shall have all required licenses and certifications at the time of proposal in order to assure that they are capable of performance at the time of award.
2CostRFP Section B.2, Paragraph c)Please provide the Government's estimate for each Operational Medicine Set, Kit, and Outfit as described in Clin X002.See Tab 2
3TechnicalRFP Section B.8Please allow a phase-in period for supplying the required deliverables. We recommend a 6-month phase-in period in order to acquire the warehouse space and equipment in order to provide initial task ordersThe contract provides life cycle sustainment of a program of emergency equipment and supplies already in the field. 4TechnicalRFP Section C.3.2.1Does the Government have expected usage per kit, per year and/or per month? If so, please provide.Use of emergency medical kits by posts overseas is expected to be unpredictable, sporadic, and rare. For the purposes of resource planning, vendors are directed to plan for life cycle replacement without significant kit utilization requiring unscheduled replacement during the period of performance. Of note, the recommended resource planning approach does not preclude additional or unscheduled delivery orders for any kit on this contract during its period of performance.
