About this file
This document is a Request for Bid (RFB 27824-LAA) issued by the Wisconsin Department of Administration Bureau of Procurement on October 6, 2006, with bids due November 16, 2006. The procurement seeks to establish a statewide contract for Interactive Voice Response (IVR) solutions for Wisconsin state agencies and the University of Wisconsin system, with authorized users including counties, cities, villages, towns, school districts, and other public bodies through Wisconsin's Cooperative Purchasing Service. The RFB was managed by Lizabeth Ascher and administered by the Department of Administration/Division of Enterprise Technology.
The contract covers comprehensive IVR system solutions including hardware, software, application development, installation, training, and ongoing support services for four agencies (A through D) with varying system configurations ranging from single-port to 192-port systems. The initial contract term is three years with two optional one-year extensions at the state's discretion. Pricing includes itemized costs for IVR systems, additional application specialist hours at 500 hours annually, and required administrator training for up to 80 attendees across four sessions. The procurement encourages 5% participation from certified minority business enterprises and requires compliance with Wisconsin's affirmative action requirements for contracts over $25,000. All equipment must meet 99.5% effectiveness levels, and the successful vendor must provide 24/7 support with specific response time requirements and liquidated damages for non-performance.

1.0 GENERAL INFORMATION
1.1 INTRODUCTION AND BACKGROUND
The purpose of this document is to obtain the best and lowest responsible total price for the State of Wisconsin.
This document provides interested parties with information to enable them to submit a bid response for products or services requested.
The State of Wisconsin as represented by the Department of Wisconsin, Division of Enterprise Technology, Bureau of Infrastructure Support, Voice Services Section, intends to use the results of this Request for Bid (RFB) to award a contract or contracts for Interactive Voice Response (IVR) solutions. The state intends to use the results of this process to award a statewide contract opportunity to a single primary contract vendor. However, the state reserves the right to award contracts to multiple vendors should it be in the best interest of the State.
Based on the configurations provided in Section 6.0, bidders may recommend and have the option of bidding on decentralized, centralized, hosted or any combination of these IVR solutions. If trunking or point-to-point circuits are required, the vendor must identify needs and provide detailed specifications, including quantities, with their bid response. DOA will determine the pricing for those facilities and add that amount to the vendor’s proposed solution(s).
Information submitted in response to this Request for Bid (RFB) will be used by the Department of Administration to determine if bidders can meet the terms, conditions and specifications of this Request for Bid (RFB).
1.2 SCOPE OF THE PROJECT
The purpose of an Interactive Voice Response (IVR) contract(s) is to provide guaranteed contracted costs for State and University Systems requiring this technology. The results of this Request for Bid (RFB) will be used to establish an acceptable contract(s) for robust Interactive Voice Response (IVR) platform capable of utilizing the latest technology in intelligent network services and data processing integration. Contract(s) resulting from this Request for Bid (RFB) do not guarantee a minimum amount of new equipment or service to be acquired. State agencies, including University of Wisconsin campuses, will be required to purchase Interactive Voice Response (IVR) equipment and services from any resulting contract(s) unless an exception waiver is justified (reference 1.2.1.6 and 7.2). This procurement does not prohibit use of other contracted equipment/services (e.g., the State’s enterprise ACD system, CallCenter@nywhere) where Interactive Voice Response (IVR) functionality is secondary in nature.
The vendor(s) awarded this contract(s) will be responsible for providing application development, production, training, installation, support, billing, and contract management functions as defined later in Sections 4.0, 5.0, 6.0, 7.0, 8.0 and 9.0.
1.2.1 NEEDS: The State has several requirements under this procurement:
1.2.1.1 The State requires a three-year agreement with two optional one-year extensions available at the State’s discretion and by mutual consent.
1.2.1.2 Interactive Voice Response (IVR) equipment and services will be acquired on as as-needed basis by agencies. There is no guaranteed volume of purchases for any resulting contract.
1.2.1.3 Vendors must identify all costs associated with the implementation and operation of Interactive Voice Response (IVR) systems. Vendors must also identify any hardware, software, networks, or anything else the State is expected to provide that could have an impact on the total cost of ownership for this solution.
1.2.1.4 The State requires the proposed Interactive Voice Response (IVR) solutions provide a variety of services and features. Please provide complete documentation and detailed descriptions of all available features.
1.2.1.5 The State may require Interactive Voice Response (IVR) solutions at any location at any time throughout the State.
1.2.1.6 The winning vendor(s) must demonstrate the ability to connect the Interactive Voice Response (IVR) solution to the systems and protocols outlined in this Request for Bid (RFB) in a manner consistent with the State’s configuration and security standards. Failure to meet this requirement for any of the State’s applications may result in an exception waiver to use another IVR solution for that application.
1.2.2 AUTHORIZED USERS: The State prefers that all equipment and services be made available to authorized users at the same rates agreed to by the State and the vendor. Vendors should review State of Wisconsin, Department of Administration – Vendor Agreement – Wisconsin’s Cooperative Purchasing Service (attachment) for definitions and other information on authorized users. The successful vendor(s) shall be responsible for determining the status of potential authorized users and supplying the State with documentation and support.
1.3 CURRENT CUSTOMER ENVIRONMENT
Currently the State operates IVRs utilizing manufacturer discontinued Avaya (Lucent) Intuity Conversant systems. IVRs vary in size (ports), software levels and applications. There are over thirty (30) IVRs around the State with the highest concentration in Madison followed by Milwaukee. The vast majority of these IVRs use Centrex as their local service. Many state agencies are interfacing other applications with their IVRs like: ACD, CRM and reporting packages. Information about specific IVR sizes, interfaces, software levels and applications is outlined in Section 6.0 of this document.
IVR systems in place today that may require replacement with a new system are currently interfacing with:
Dial Tone
Lucent 5ESS Centrex and Custom ISDN Centrex
Nortel DMS 100 Centrex and Custom ISDN Centrex
Siemens EWSD Centrex and Custom ISDN Centrex

Even though the State is seeking a state of the art IVR solution, the State’s first goal is to have available an IVR solution(s) to replace the functionality it has today. This means that we will not necessarily need all of the features offered by these solutions immediately and will not want to pay for them until they are needed. Different agencies may need different levels of functionality at different times so, it will be advantageous to the bidder who can accommodate these special needs and charge accordingly.
ScriptBuilder, Script and Pro*C are the programming tools currently used to write complex applications. The State prefers that the vendor provide a method of migrating existing applications to a new open standards Interactive Voice Response (IVR) platform..
The State strongly advises vendors to consider their qualifications before investing time and effort on this Request for Bid (RFB). The State will only accept responses from vendors that have experience and references that prove their ability to implement solutions of varying sizes, scope and complexity.
1.4 PROCURING AND CONTRACTING AGENCY
This Request for Bid (RFB) is issued by the Wisconsin Department of Administration Bureau of Procurement, which is the sole point of contact for the State of Wisconsin during the procurement process. The person responsible for managing the procurement process is Lizabeth Ascher.
State agencies may be located within a single city or have remote locations statewide. Although the Department of Administration is conducting this Request for Bid (RFB), State agencies will be responsible for costs incurred. The successful vendor(s) must be able to bill individual agencies directly.
Contacts between the contractor and the State will be through designated agency representatives unless otherwise instructed in writing. Contractor(s) shall meet with designated agency representatives, as requested, to resolve problems. Problems that cannot be resolved between the designated agency representative and the contractor shall be referred to the Contract Administrator located in the Department of Administration. The Contract Administrator shall inform the contractor in writing of the unresolved issues and the contractor will respond with proposed corrective actions within ten (10) days of receipt of this communication. The State and/or the contractor may request meetings to address unresolved contract issues.
Contract(s) resulting from this Request for Bid (RFB) will be administered by the Wisconsin Department of Administration/Division of Enterprise Technology (DOA/DET). The contract administrator for day-to-day and telecommunication policy issues will be Gary McFall.

Anyone may access VendorNet on the Internet at http://vendornet.state.wi.us to get information on state purchasing practices and policies, goods and services that the state buys, and tips on selling to the state. Vendors may use the same Web site address for inclusion on the bidders’ list for goods and services that the organization wants to sell to the state. A subscription with notification guarantees the organization will receive an e-mail message each time a state agency, including any campus of the University of Wisconsin System, posts a request for bid or a request for proposal in their designated commodity/service area(s) with an estimated value over $25,000. Organizations without Internet access receive paper copies in the mail. Increasingly, state agencies also are using VendorNet to post simplified bids valued at $25,000 or less. Vendors also may receive e-mail notices of these simplified bid opportunities.

With this procurement, the successful contractor is encouraged to purchase 5% of services and supplies from minority businesses certified by the Wisconsin Department of Commerce, Bureau of Minority Development. The awarded vendor will submit a subcontracting plan of action indicating their utilization of certified minority businesses on this contract. The Department of Administration will require from the successful contractor a quarterly report of purchases of such supplies and services necessary for the implementation of this contract. A listing of certified minority businesses, as well as the services and commodities they provide, is available from the Department of Administration, Office of Minority Business Program, (608) 267-7806. The list is published on the Internet at: http://www.doa.state.wi.us/dsas/mbe/minority_search.asp.
If you are a State of Wisconsin, Department of Commerce Certified Minority Business Enterprise, please indicate this by checking the appropriate box on form DOA-3070 (RFB Cover Sheet).
2.12 AFFIRMATIVE ACTION
DOA requires every contractor who receives a state contract over $25,000 to provide an Affirmative Action Plan. Failure to comply appropriately with this requirement can lead to your company being banned from doing business with an agency of the State of Wisconsin. Additionally, failure to comply can result in termination of this contract, or withholding of payment.
For additional information see Section 19.0 of the Standard Terms and Conditions.
2.13 TAX EXEMPTIONS AND CERTIFICATION FOR COLLECTION OF SALES AND USE TAX
The State of Wisconsin shall not enter into a contract with a vendor, and reserves the right to cancel any existing contract, if the vendor or contractor has not met or complied with the requirements of s. 77.66, Wis.
