About this file

This is a Notice of Rejection of All Proposals issued by Hillsborough County Public Schools (HCPS) in Florida on August 12, 2026, concerning RFQ 19106D-EST for Picture Services. HCPS rejected all proposals submitted in response to the competitive solicitation and cancelled the RFQ because submitted picture samples failed to meet the stated requirements. The original solicitation sought an approved list of pre-qualified vendors to provide picture services district-wide across approximately 254 school sites, including senior portraits, undergraduate portraits, yearbook pictures, special event photography, and sports photography. Proposals were due July 30, 2026 at 4:00 PM with picture samples due July 29, 2026 at 2:00 PM. The initial contract term was set to extend through January 14, 2030, with HCPS authorized to add additional pre-qualified vendors every twelve months at its discretion.

Pursuant to Florida Statutes Section 119.071(1)(b)3, rejected proposals remain exempt from public records disclosure requirements for up to twelve months from the date of the rejection notice or until HCPS provides notice of an intended decision concerning a reissued solicitation. Vendors previously awarded under RFQs 19106, 19106A, 19106B, or 19106C were not required to resubmit under this opportunity. Minimum qualifications included three years of experience in picture services, current licensing, general liability insurance with $1 million aggregate and $500,000 per occurrence limits, and three professional references. A $100,000 surety bond was required only if contractors collected direct payments from students. Payment methods were required to include cash, check, money orders, and credit and debit cards with PCI compliance. Protests must be filed within the timeframe prescribed in Section 120.57(3), Florida Statutes, or such rights are waived.
