About this file

This is a Questions and Answers document issued by the Virginia Department of Transportation (VDOT) Fredericksburg District for Invitation for Bid (IFB) 161150, which solicits heavy equipment with experienced operators to support Interstate maintenance operations during emergencies and severe weather events. The contract covers roadway clearing operations including debris removal, vegetation clearing, and snow and ice removal to maintain safe traffic flow. This is an on-call, as-needed contract with no guaranteed call-out rate. Bidders may submit bids for multiple service locations, though each bid must identify sufficient equipment to perform services across all simultaneously awarded service locations, and the same equipment cannot be listed in more than one location. Awards will be made on a line-item basis to the lowest responsive and responsible bidder, with VDOT reserving the right to reject any or all bids in whole or in part and to waive informalities as deemed in its best interest.

The solicitation requires bidders to submit a Small Business Subcontracting Plan (SBSP) with their electronic bid response. Bidders planning to complete all work must be certified as a small or micro business by the Commonwealth of Virginia's Department of Small Business and Supplier Diversity (DSBSD) by the solicitation due date to participate in the SWaM Program. If the bidder is not DSBSD-certified, they must select the "I Plan To Use Subcontractors" option and identify portions of the contract to be subcontracted to DSBSD-certified small businesses for the initial contract period and any renewal periods. This contract has not been previously utilized by the Fredericksburg District.
