Summary of IFB 161150 - I95 Emergency Heavy Equipment

This document comprises the eVA attachments for Invitation for Bid (IFB) 161150 issued by the Virginia Department of Transportation (VDOT). VDOT is soliciting bids from qualified firms to provide heavy equipment with experienced, skilled, and licensed operators to perform roadway clearing operations on an as-needed basis during emergency operations and severe weather events, including snow and ice removal, debris clearing, and downed vegetation removal along Interstate 95 to maintain safe traffic flow. The contract requires bidders to furnish multiple pieces of heavy equipment across two service locations, including rubber tire loaders (minimum 100 horsepower with 3.0 cubic yard capacity), backhoes (4-wheel drive with minimum 1.0 cubic yard capacity), motor graders (minimum 100 horsepower with center blade), and 4-wheel drive pickup trucks or SUVs as shadow vehicles. All equipment must be operated by qualified personnel. Bidders must complete and submit all required attachments, including State Corporation Commission registration forms, vendor qualification and equipment inventory certifications, subcontractor approval requests, normal and emergency contact information, and references demonstrating at least three similar projects.

Bidders must include a Small Business Subcontracting Plan documenting their commitment to utilizing Virginia Department of Small Business and Supplier Diversity (DSBSD)-certified small businesses for at least 42% of purchases during the initial contract period. Equipment verification procedures vary by acquisition method: owned equipment requires in-person VDOT evaluation prior to notice of intent to award, rented/leased equipment requires a signed letter of availability from the rental entity, subcontracted equipment requires separate Subcontractor Approval Request Forms, and purchased equipment requires proof of purchase with confirmed delivery dates. All purchased equipment must be available by the award date. Contractors must also comply with Virginia Code Red Ozone Days requirements, suspending the use of gasoline and diesel equipment during predicted high ozone days (May through September) in specified ozone nonattainment, maintenance, and early action compact areas located in Northern Virginia, Fredericksburg, Staunton, Hampton Roads, Richmond, and Salem districts. Failure to complete required attachments or provide complete equipment information may result in bids being deemed non-responsive.
