About this file

This evaluation criteria document outlines the selection process for consulting services for building systems assessment and design services for Broward County's Group 1 project. The procurement seeks comprehensive consulting services covering air conditioning systems, roofing, life safety and security equipment, building systems, windows, wall systems, canopies, passenger boarding bridges, vertical conveyance systems, flooring, ground transportation, wharf drainage, electrical, mechanical, plumbing, and structural systems, along with ADA architectural design services. The project requires coordination with multiple stakeholders including building tenants and Port operations, with regulatory coordination needed across Broward County, cities of Hollywood, Fort Lauderdale, and Dania, plus state agencies including FDOT, FDEP, and FPL. The completion requirement is five years, including one year for pre-design and design for each building.

The total project budget is set at $2,000,000 covering all building assessment, design, and construction administration services. The evaluation process totals 100 points across seven criteria: ability of professional personnel (20 points), project approach (25 points), past performance (40 points), workload of the firm (5 points), location with preference for locally based businesses (5 points), willingness to meet time and budget requirements (2 points), and volume of previous work with Broward County (3 points). The volume of previous work scoring favors vendors with less prior county contract experience, with maximum points awarded to those paid $0-$500,000 by the county in the previous five years. The evaluation emphasizes experience with MEP systems, energy-efficient A/C systems for Florida projects, and specialized port infrastructure including passenger boarding bridges.
