About this file

This is a Statement of Work (SOW) Exhibit for the Texas Department of Criminal Justice (TDCJ) related to Video Surveillance Systems (VSS) services as part of the broader Broadband Connectivity Continuation and Expansion (BCCE) contract opportunity. The SOW outlines the contractor's responsibilities for providing comprehensive VSS solutions across TDCJ facilities throughout Texas, including labor, materials, installation, maintenance, and warranty services. The scope encompasses the design, procurement, installation, and ongoing support of IP-based video surveillance infrastructure to meet security and operational requirements across the agency's correctional facilities.

The SOW specifies detailed technical requirements for VSS implementation, including equipment specifications, system integration standards, maintenance protocols, and performance metrics that contractors must meet. The document establishes the contractor's obligation to provide 24/7 technical support, preventive and corrective maintenance, spare parts availability, and system upgrades as needed. Pricing terms and compensation structure are tied to service level agreements with defined response times for system failures and support requests. The contract requires contractors to maintain compatibility with existing TDCJ infrastructure, comply with agency security standards, and provide comprehensive documentation and training for facility personnel operating the surveillance systems.

D.7.1.3 The Contractor shall maintain a work area free of debris, trash, empty cable reels, scrap wire, etc. and dispose of such items, on a daily basis, and return the site to its original state of cleanliness. The Contractor shall not use the Department facilities for the disposal of excess or scrap metals.

D.7.1.4 The Contractor shall plug all penetrations that had been created in order to install conduits, sleeves, cable trays, etc. with a rated walls/floors with UL-listed and approved fire-stop systems, consisting of a re-enterable putty for sleeves, conduit penetrations, and pillow stop systems for cable trays passing through rated walls. Fire caulk shall be applied as needed on penetrations.

D.7.1.5 The Contractor shall be responsible for returning rated walls or floors penetrated by communications cable to their pre-penetration rating.

D.7.1.6 All materials used in the building must be consistent. When multiple units of the same type of equipment or wiring are required, they must be standard products from a single manufacturer, with identical materials, models, and part numbers. In similar buildings, equipment and materials must be installed in the same manner unless the TDCJ Project Manager provides written approval for a deviation.

D.7.1.7 Tamper-resistant fasteners shall be used to prevent unauthorized removal or access to secured components.

D.7.1.8 Only corrosion-resistant materials, such as anodized aluminum or brass, shall be used. An inert dielectric material shall be used to separate dissimilar metals susceptible to corrode through electrolysis under the environmental operating conditions.
