Questions and Answers

Q: Does the solicitation require that the contractor hold a Top Secret facility clearance or is the Government able to hold the clearances of the contractor personnel?

A: Contractor does not need to hold a Top Secret facility. ATF will conduct Top Secret on contractor employees.

Q: Is this a new requirement? If not, can you please provide the name and contract number of the contractor currently supporting this requirement?

A: This is not a new requirement. The incumbent is Jaybro Group, LLC.

Q: Will we need to include the Quality Control Plan with our proposal?

A: Please include the Quality Control Plan with your proposal.

Q: Would the government please confirm that the Statistician tasks are performed across consecutive business days, up to about 40 hours annually?

A: Statistician only perform up to 40 hour annually

Q: Is there an incumbent currently performing the required services? If so, kindly provide contractor name.

A: The incumbent is Jaybro Group LLC

Q: Will the government accept CPAR reports in lieu of past performance questionnaires?

A: No, Government will not accept CPAR reports in lieu of PP questionnaires

Q: Would the government please clarify which positions are key personnel positions? Section 1.7.12 of the PWS indicates that the PM is the only key personnel position. Contract clause ATF-31, Key Personnel, suggests that all positions are key personnel positions.

A: All positions are key personnel

Q: The revised RFP instructions indicate that the proposal due date is now December 25, 2020 -12pm EST. Considering that 12/24 and 12/25 are Federal holidays and that we may be faced with another potential government shutdown, our customers would be hard pressed to complete performance questionnaires. We are also left with limited time to prepare a proposal that adequately responds to this requirement. Would the government please revert the due date to January 8, 2021?

A: The revised Offeror Instructions already posted and changed to January 8, 2021.

Q: Section 2(a) of proposal instructions indicate that we should insert our company name on the header of every page of our proposal, and Section 3.1.2 indicates that we should identify company name in the Executive-level summary. Section 2(d) however indicates that we should use a government provided alphanumeric identifier throughout our proposal in lieu of our company name. Would the government please clarify?

A: Please use your assigned Alpha Numeric

Q: On page 17 of the SF1449 it indicates that key personnel are Project Manager, Accounting Manager, Accountants, and Statistician. But in the PWS on page 6 (1.7.12) it indicates that the only Key Personnel is the Project Manager. Can you please confirm which positions are key personnel and require resumes submitted?

A: All are key personnel and all are required resumes.

Q: Can you confirm that all personnel are required to have a TOP SECRET clearance? If the answer is yes, can you then inform us as to whether this clearance is an internal DOJ clearance and does not require a vendor to have a Facility Clearance at the same clearance level the way Department of Defense contract would require?

A: The personnel are required to have Top Secret; ATF will conduct its own TS Clearance.

The vendors do not need to hold a Facility Clearance.
