Questions and Answers
Q: On page 17 of the SF1449 it indicates that key personnel are Project Manager, Accounting Manager, Accountants, and Statistician. But in the PWS on page 6 (1.7.12) it indicates that the only Key Personnel is the Project Manager. Can you please confirm which positions are key personnel and require resumes submitted?
A: All are key personnel and all are required resumes.
Q: In the “Offerors+Instructions+-+doc” document, Section 3.1.4 you instruct us to “provide their registered under North American Industry Classification System (NAICS) number 541219 Other Accounting Services within the Systems Award Management (SAM) database).” We can include a print out of our SAM registration to meet this criteria but it would take 19 pages, far exceeding the allotted 10 maximum pages allowable for Section I. Can the SAM print out of our Representations and Certifications be excluded from the page count or can you tell us how you would like us to meet this submission criteria?
A: Please add this NAICS code to your SAM.
Q: In the “Offerors+Instructions+-+doc” document, section 1(c) it states: “The electronic version of the text shall be in Microsoft Word or Adobe Acrobat Portable Data Format (PDF).” Should offerors submit the pricing table in a PDF or maintain and submit the excel version provided as part of the RFP?
A: Please submit your pricing table in Xcell format as part of the pricing proposal.
Q: Is the price volume to consist of only completed Section B of the solicitation and the accompanying pricing table or do you require additional narrative in this volume?
A: You can add additional narrative in your pricing proposal.
Q: The PWS, section 1.7.12 “Key Personnel”, 3rd paragraph lists the minimum education for the Project Manager as “BA/BS or related Business or relevant field; MA/MS in related field.” Can you clarify if the minimum education is a BA/BS or MA/MS?
A: Minimum education is BA/BS in Business or related field.
Q:: Is this procurement subject to the Service Contract Labor Standards (formerly known as the Service Contract Act)?
A: This procurement is not subject to Service Contract Labor Standard.
Q: Section 4.6 of the PWS outlines the tasks allocated to the position of Statistician. Those tasks seem very similar to work outlined in section 4.3 for the Project Manager (“the Project Manager must be able to perform the Accounts Payable Statistical accrual and deliver to the Accounting Branch timely”). Can the Project Manager be responsible for the work identified in section 4.6 or do you required a separate Statistician to perform this work?
A: ATF requires a separate Statistician position
Q: Would the government please specify if the Project Manager position is located onsite at ATF Headquarters or offsite?
A: The Project Manager position will be located at the Vendor Site.
Q: What is the relative importance of Section I compared to other proposal sections?
A: Section I is just a Summary and Table of Content. Other proposal sections is a lot more important than Section I. Government will evaluate on the Technical Management, Key Personnel and Performance.
Q: Contractor does not need to hold a Top Secret facility. ATF will conduct Top Secret on contractor employees.
A: Contractor does not need to hold a Top Secret Clearance on your facility
Q: The personnel are required to have Top Secret; ATF will conduct its own TS Clearance. The vendors do not need to hold a Facility Clearance.
A: Contractor personnel are required to have TS. Clearance.
Q: Do the contractor's personnel need to have a Top Secret clearance upon award?
A: No, Contractor’s personnel do not need to have a TS clearance upon award. ATF will conduct its own clearance. However, contractor employees cannot start working until the clearances are completed by ATF.
Q: If the contractor's personnel need to have a Top Secret clearance upon award, do the clearances need to be "active"? Or will ATF conduct the investigation on the contractor's personnel and grant the Top Secret clearances?
A: Contractor’s personnel need to have a active clearance and able to maintain it active while employ at ATF.
Q: We noticed that Section 5, Specific Tasks, of the PWS identifies Tasks 1-4 and Task 6, but it skips Task
5. Would the government confirm that there is no Task 5?
A: It is a typo. It should be Task 5. Deliverable for task 5 is a meeting minutes to the COR after the kickoff meeting with her. Please see revised PWS 12-21-2020.
