About this file

This document contains questions and answers regarding a Request for Proposal for Financial Support Services issued by the Department of Justice Bureau of Alcohol Tobacco Firearms and Explosives. The incumbent contractor, Jaybro Group LLC, has held the contract for five years and is eligible to bid on this RFP. This is a small business set-aside requiring fixed price level of effort for labor categories, with 1920 hours per labor category per year except for 40 hours for a Statistician. In response to a question, the due date for proposals was extended to January 8, 2021 to allow time for receipt of past performance surveys over the holidays from references. If federal remote work policies due to COVID-19 continue, contract personnel would also work remotely from ATF Headquarters in Washington D.C.

Questions and Answers

Q: Does ATF already have an incumbent contractor in place that is performing the same or similar Financial Support Services? In this regard:

a. Who is the incumbent contractor?

b. How long have they been engaged by ATF?

c. Are they eligible to bid on this RFP?

A: The Incumbent is Jaybro Group LLC. They have this contract for 5 years. They are eligible to bid on this RFP

Q: Is the indicated level of effort (LOE) for this RFP, per the PWS and Pricing Table, the same as the LOE under the incumbent contract? If the it’s not the same, how does the LOE for this RFP differ from the incumbent contract in terms of full time equivalent (FTE) staff members (at 1,920 annual hours), or in terms of total labor hours?

A: The current contract type is the same- FP-LOE.

Q: The indication is that this is to be a Fixed Price-Level of Effort (FP-LOE) Task Order.

Please clarify exactly what that means.

A: This means the Government is buying fix number of level of effort of each labor category, 1920 hours per labor category per year, except for the Statistician position (40 hours per year). If contractor employees work more than the number of hours specify in the contract, the contractor will be responsible for those extra hours. If the contractor employees work less than the specify hours, Government will not pay for those hours that employees did not work. In other words, Government only pays for the actual number of hours that employees work.

Q: The requirement to have offerors’ past performance references provide a completed Past

Performance Survey to the ATF Contract Specialist before the proposal due date of

December 25, 2020 is problematic at this time of year due to people taking time off for the holidays. To accommodate the receipt of the Past Performance Surveys, would ATF consider extending the due date for proposal submission by at least two weeks, until after the

New Year?

A: Please see the revised Offeror Instructions. The due date has changed to January 8, 2021.

Q: Please clarify the likelihood that upon award the Place of Performance will be ATF

Headquarters in Washington DC, if the Federal government is continuing to operate under remote work policies due to the COVID pandemic.

A: If the federal government is continuing under remote work due to Pandemic, contract personnel also be under remote work.
