About this file

Summary

This is a Supplemental Specifications document issued by the Hillsborough County Water Resources Department for a countywide fire hydrant replacement work order construction services contract (WORCS-5). The contract is an undefined quantity, competitive bid, term contract for the replacement of fire hydrants, hydrant assemblies, and valves on existing water mains throughout Hillsborough County. Work authorized under this contract will be ordered on an "as needed" basis through individual work orders issued by the Water Resources Department Director or designee. The scope of work includes exploratory excavation to assess existing piping and restraints, hydrant removal and replacement, concrete pad installation, flow testing, painting, and site restoration. Three installation methods are identified based on existing conditions: standard installations (Exhibit W-5A), modified installations requiring restraints (Detail W-5R), and complete new installations on asbestos cement water mains (Detail W-5AC1/AC2). Water mains are typically shut down between 9:00 AM and 3:00 PM for replacement activities, with at least 72 hours' notice required for planned shutdowns. The contractor must obtain Maintenance of Traffic (MOT) permits at no cost and is responsible for securing dewatering permits from the Florida Department of Environmental Protection if required, with a $100 application fee.

All contractor pricing must include labor, equipment, materials, tools, permits, insurance, bonds, overhead, and all incidental work necessary to complete fire hydrant replacements in accordance with Hillsborough County Standard Specifications and Technical Manuals. An allowance of $1,000 per hydrant has been established to cover exploratory excavation work, with payment made only for exploratory work if the hydrant replacement does not proceed. The contractor bears sole responsibility for confirming material testing compliance with County standards and must pay for any retesting resulting from non-compliant work. Density testing of trench and structure backfill is required at specified intervals, with test reports submitted within 96 hours at the contractor's expense. As-built drawings must be submitted and approved by the Project Manager before final payment is issued. The contractor must provide pre- and post-construction photography for each work order, maintain daily site cleanup and debris disposal, provide and maintain portable project identification signs, and conduct 24-hour monitoring for any well-point dewatering systems. The estimated total contract value is $1,900,000, with one or more contracts to be awarded to the lowest responsive and responsible bidder(s) meeting specifications.

Attachment 1: Typical Fire Hydrant Replacement Work Procedure

1. Data Gathering:

County provides the number of fire hydrants that will be replaced per work order. The County project manager gathers information from the maintenance sections and from County GIS: are the valves restrained (if they know), does the hydrant valve work and GIS information about pipe material, photos of the hydrants.

If the isolation valves do not work or are not restrained, the whole fire hydrant assembly may need to be replaced (Exhibit No. W-5A). Additional valves might be included in the work order to replace the fire hydrant

2. Contractor proposal:

The contractor will provide a proposal based on information provided to them by the County project manager.

The PM will then create a work order and coordinate with the contractor for notice to proceed date.

3. Site Preparation:

Contractor will apply for TTC permit and Call Sunshine 811 to locate existing utilities prior to digging. Contractor will also be responsible to apply for FDEP dewatering permit if required.

The contract includes an allowance for the contractor to do exploratory digging on the existing fire hydrant assembly (including isolation valve to determine if it is restrained). The contractor needs to communicate with the PM when the exploratory digging will be done. The contractor will need to cleanup the site after they are finished with the exploratory digging

The contractor is responsible to take preconstruction photos for each work order.

Contractor will apply for TTC permit (no fee) and FDEP dewatering permit if required.

The PM or field inspector will communicate and coordinate with maintenance staff for each fire hydrant replacement. In some cases shut downs will be required. Shut downs will require planning by maintenance staff and verification of line valves. At least 72 hours notice will be required for a shutdown.

4. Fire Hydrant Replacement:

If the Isolation valve (working properly) and existing Tee are restrained, the contractor can replace the existing fire hydrant (measurement needs to be taken to order the correct hydrant- adjustable fittings cannot be used without county approval). Exhibit W-5R shows what areas need to be restrained. Paid under Line Item Replace Fire Hydrant Exhibit W-5R.

If the Isolation valve (working properly) and existing Tee are not restrained but the contractor can install restraints, the contractor can replace the existing fire hydrant. Exhibit W-5R indicates the areas the contractor will need to install restraints. Paid under Line Item Replace Fire Hydrant

Exhibit W-5R with additional payment for required restraints.

Note: Hydrant valve should be restrained to a mechanical tee. If tee is PVC or AC, tee should be replaced. If valve is not restrained, threaded rod should be installed between the valve and the tee prior to excavating behind the hydrant.

Page 2of 2

If isolation valve is not working properly or cannot be restrained (AC pipe cannot be restrained), the contractor will need to replace the whole fire hydrant assembly indicated in Exhibit No. W-5A.

The contractor will need to coordinate with PM and Field Staff in the area to schedule the shutdown. In the case of AC pipe, detail W-5AC1/AC2 would apply.

The Water mains will be shut down around 9:00 AM and will need to be turned on before 3:00 PM.

The county requires 48 hours’ notice to our customers of any planned shutdown.

There may be cases where the scheduled shutdown will be required after hours. This will be determined by County staff after determining what customers (residential/commercial/business) will be impacted by the required water main shutdown.

For PVC and ductile pipe, paid under Line Item Replacement Complete Fire Hydrant Assembly –

Method A, With 6”-8” Hydrant Tee Detail W-5A

For AC pipe, paid under Line Item Replacement Complete Fire Hydrant Assembly – Method A, With

6”-8” Hydrant Tee Exhibit W-5AC1/AC2

When a mechanical tee is installed, a new line valve may also be included and paid separately.

At completion, hydrants should be flow tested and put into service.

Asset tags – Old hydrant should be turned over to Maintenance Unit. The old asset tag should remain on the new hydrant until new asset tags are fabricated by maintenance personnel.

5. Inspections:

The county PM or designated inspector will need to do site inspections to ensure the contractor is doing the fire hydrant replacement per specs.

The inspection includes fire hydrant height verification, compaction done per county spec, check that restraints have been properly installed (if they are required), verify that connection to existing water line is not leaking, proper disposal of AC pipe.

6. Site Restoration:

The site will need to be restored to previous condition or better.

Site restoration includes the installation of the concrete pad around isolation valve (with valve information disc) and fire hydrant.

Includes painting bonnet the same as previous hydrant or in some cases, a different color specified by TSD Planning.

7. Final Walkthrough:

A final walk through will be conducted with contractor, county PM and field staff.

The final walk through includes: checking that everything was done to spec and the hydrant operates properly.

If the hydrant passes the final inspection, the hydrant can be placed into service.

8. The PM is responsible to submit the asset template form. The PM will also need to include the decommission of the old fire hydrant tag in the asset template form.
