Pre-Bid Meeting and Site Tour Minutes Solicitation No. 140R4021R0004
NIIP PFC, Block 4 Navajo Indian Irrigation Project, San Juan County, New Mexico
A pre-bid meeting, followed by a site tour was held on Thursday, January 28, 2021. The group met at the Navajo Agricultural Product Industry (NAPI) Farm Ops Scales Office parking lot, south of the NAPI headquarters, at 10:00 a.m., and drove to the 33.1L Pumping Plant in Block 4.
A list of attendees and agenda are attached.
Philoma Singer, Contracts Specialist, Upper Colorado Region duty stationed in the Four Corners Construction Office (FCCO), welcomed everyone in attendance and introduced Emma Manzanares, FCCO Mechanical Engineer as the Contracting Officer’s Representative and Fred LaMone as FCCO contracts administrator. Ms. Singer stated she will be the primary contact for solicitation questions, and that all questions must be submitted in writing. The answers will be provided by an amendment. Mr. LaMone will be the main contact person after contract award and Ben Charley, FCCO Electrical Engineer will be the Onsite Government Representative during construction.
Ms. Singer pointed out that the project is to be considered heavy construction and the contractor is responsible for paying all Federal, State, and local taxes, including the Navajo Business Activity Tax. The submittal process and table 1A was discussed.
The importance of staying within the existing Rights of Way and utilizing established roads for access was discussed. The contractor will be responsible for obtaining any required permits.
Coordination with NAPI will also be required for any construction water from the canals.
Ms. Singer stated the contract will be awarded based on the Lowest Price Technically Acceptable evaluation criteria described in Sections L and M of the solicitation. Contractors were reminded that it is imperative they address all required items in Sections L and M.
Mr. LaMone stated Reclamation takes safety seriously and that the contractors should consider that when preparing their bids.
The requirement to complete the work in two phases was discussed:
• Phase One can be performed during irrigation season (usually March 1 through October
31) and will consist of providing and receiving approval of required submittals, purchasing, manufacturing, and storing contract equipment and structures. The concrete pads and PFCCs can be constructed but not connected until after irrigation season.
• Phase Two must be performed during non-irrigation season (usually from November 1 through March 1) and will consist of testing motors for existing power factors, installing and testing the equipment and structures provided in Phase One at the pumping plants.
The next stops were at the 33.8L Pumping Plant and 41.6L-A Pumping Plant in Block 4, respectively.
The final stop was at the G13.3L Pumping Plant on Block 6, to show an existing PFCC system.
This stop was merely for reference only and no work is required at this pumping plant.
Ms. Singer reminded everyone that all questions need to be submitted electronically no later than Thursday, February 4, 2021. Any additional clarifications would be included in an amendment along with all the questions and answers. These are expected to be posted by February 11, 2021.
The site tour concluded at 12:15 p.m.
