Protective Coating IDIQ RFP No. 140R3022R0010/001
Questions and Answers
1. Section L, L.10 Proposal Instructions, Volume I- Business Proposal, items (11) - Subcontracting Plan
Question - Typically subcontracting plan small business utilization percentages are based on a dollar amount (contract value or estimated proposed dollar value to be subcontracted). Since this RFP is an IDIQ there is no contract value yet, Is the Subcontracting Plan initially submitted for this RFP to be based on the bid for Task Order #1- Tailbay Stoplogs Recoating?
a. Answer - RFP Attachment 11 – Subcontracting Plan Format’s Section 2: GOALS, includes a table which states “Entire Ordering Period (Five Years).” Each Offeror (who is not self-certified as a small business under NAICS 238320 Painting and Wall Covering Contractors) is expected to provide a Subcontracting Plan with their initial Volume I – Business Proposal. If applicable to the Offeror, the Government is expecting to see a filled-out Attachment 11 – Subcontracting Plan Format which identifies the Offeror’s goals over that five-year IDIQ ordering period as a cumulative set of goals (instead of year by year). Each large business Offeror should assume a cumulative prime contract value of $12 million over five years to complete Attachment 11 – Subcontracting Plan Format. RFP Attachment 11 is updated to clarify the Section 2: GOALS table.
2. Attachment 3: Task Order 1 SOW / Specifications: Paragraph 5. Drawing List
Question – Paragraph 5, Drawing List has a list of five drawings, but they were not included in the RFP documents. Can those drawings be provided?
a. Answer – The five drawings referenced in Section 5 of the Attachment 3 – Task Order 1
– Tailbay Stoplogs SOW are provided in RFP Attachment 4 – Task Order 1 – Drawings.
RFP Attachment 3 is updated to clarify where the drawings can be found.
3. Attachment 3 – Task Order 1 – Tailbay Stoplogs SOW: Section 3.02 Fasteners and Obsolete Equipment
Question – As far as the removal and replacement of the stiffener plates, we will remove and replace as needed, but what should Offerors plan for? Requirement states “as directed by the COR.” Should Offerors plan for one (1) plate per gate, or all plates?
a. Answer – Offerors should plan for all plates.
4. Attachment 3 – Task Order 1 – Tailbay Stoplogs SOW: Section 3.02 Fasteners and Obsolete Equipment
Question – Who will be responsible? If the stiffener plates are beyond use, does the Contractor supply the plates, or does BOR? If BOR supplies the plates, will they be provided to the Contractor fully prepped (blasting them and drilling the holes for them to be installed), or will the Contractor be responsible for blasting and drilling the holes for the stiffener plates?
a. Answer - BOR will supply plates with holes drilled. Contractor shall blast. Note that Contractor must take care during removal so BOR can use the original plates as templates to locate holes.
5. Attachment 3 – Task Order 1 – Tailbay Stoplogs SOW: Section 1.01 (B)(2) “Furnish and assemble scaffolding systems to access all areas of the gates”
Protective Coating IDIQ RFP No. 140R3022R0010/001
Question – Does the Bureau have a requirement whether the gates need to be in a vertical position versus a horizontal position to access all areas of the gate as stated?
a. Answer - Yes, gates must remain vertical.
