About this file
This amendment to solicitation 140R2022B0002 provides answers to contractor questions about a project to line sections of the Truckee Canal in Nevada with concrete over a geomembrane barrier and repair or replace two check structures. The Bureau of Reclamation seeks to line approximately 188 feet of the canal between stations 650+00 to 838+00 with concrete placed over a composite geomembrane liner. Joint spacing, types, and other lining details are clarified in revised drawings. The contractor must also modify one check structure and replace another, installing equipment like light poles and controls as shown on the plans. Clarification is provided on requirements for control cabinets, lighting, and other project elements.

Pre-Bid Questions and Answers
Question Set 3
1. Question: There are a couple of places in the specifications where slip form lining is referenced.
Slip lining would conflict with the construction joint spacing called out on the plans. Can you please confirm by addendum that the construction joint spacing detailed on the plans will prevail, and a slip formed canal is not the intent.
Reclamation Response: See revised drawing 29-D-60162. Joint spacing and type shall meet specification drawing requirements. If slipforming is used (not required/Contractor option), joint spacing and type shall meet specification drawing requirements.
2. Question: Detail C/29-D-60162 calls out control joints on the channel slopes, and contraction joints on the flat. The control joint note calls note 5 which then reference the contraction joints.
The following page includes detail 4 for control joints. This detail calls for a tooled or plastic strip formed joint. We have some vendors who are interpreting this call-out to allow for tooled or plastic strip control on the slope. To add to the confusion specification section 03 30 00 3.04 C describes the control joints as allowing the first portion to set, curing that the section and then casting the next section (Cold Joint / Construction Joint). Can you please clarify if the control joints can be tooled/plastic strip joints, or if then need to be construction joints.
Reclamation Response: See revised drawings 29-D-60162 and 29-D-60163 with “tooled joints” replacing “control joints” for concurrence with specification paragraphs. The intent is for the transverse canal joints to be tooled, with the exception of contraction, expansion, and construction joints. Transverse canal lining tooled joints as shown on detail 4 of drawing 29-D-
60163 are acceptable.
3. Question: Can you please verify that the plans are not required to be stamped by the EOR. We did not notice any engineer’s seal on the plans and that is unusual per the projects we typically construct. Or verify that the conformed plans will be stamped by the EOR.
Reclamation Response: Reclamation is the Engineer of Record for features shown on Specification
Drawings, and is exempt from Nevada State provisions for professional licensure (see Reclamation
Directives and Standards, FAC 03-03, HRM 05-01, and Nevada Revised Statute 625.095). Shop drawings prepared by the Contractor that are required to be stamped by a Professional Engineer are identified in submittal requirements.

Pre-Bid Questions and Answers
Question Set 4
1. Question: Sheet 29-D-60187 shows two pole mounted lighting fixtures on the structure.
Specification 26-51-10 calls out a pole part number but check structure details show the mounting poles being built into the hand railing. Please clarify if the specified light pole are required.
Reclamation Response: Specified light poles are required as shown in 29-D-60187 for Fernley
Check Structure. The site plan view for Bango Check Structure depicted in 29-D-60189 is incorrect.
Light poles for Bango Check Structure are built into the handrails as shown in 29-D-6094. Light poles called out in specification Section 26 51 10 are not required for Bango check Structure.
2. Question: Sheet 29-D-60187 control building has light switches for canal lights and deck lights.
This sheet only shows two pole mounted light fixtures on the structure while other sheets show four light poles. How many deck lights and how many flood lights are required?
Reclamation Response: The Switch Schedule on 29-D-60187 is in error. Only two pole mounted deck lights are required at Fernley Check Structure.
3. Question: Sheet 29-D-60187 note #4 requires the contractor to provide the PLC cabinet. Please provide specifications for the cabinet.
Reclamation Response: NEMA 250 Type 12, 60” high, 24” wide, 18” deep.
4. Question: Sheet 29-D-60188 Is there an approximate distance from the Fernley control building to the nearest NV Energy pole to budget for the service conduit provisions?
Reclamation Response: Contractor is responsible for installing Main Meter box (MM) in coordination with utility. Utility is responsible for all work to bring power to Main Meter box.
5. Question: Sheet 29-D-60188 conduit #15 (note 8) is a separate conduit to each motor/actuator required or one spare conduit between the control building and motor/actuator area?
Reclamation Response: Conduit Number 13 is one 3/4” conduit and Conduit Number 15 is one 2” conduit. Total of 2 spare conduits.
6. Question: Sheet 29-D-60187/29-D-60189, Both buildings show a lighting contactor cabinet and specification 26-51-10 calls for 24VAC control coils for the contactors. Will the lights be controlled remotely by the PLC or just manually with the switches in the control building?
Reclamation Response: Controlled remotely by the PLC. Switches should serve as manual override.
7. Question: Specification 26-32-10 (F3) requires generator factory vibration tests, this will add considerable cost. Can this factory test be waived?
Reclamation Response: No.
8. Question: Specification 26-05-26 requires grounding system design and layout drawings. Will CAD drawings be available and will the design engineer be required to make site inspections
Reclamation Response: Yes, CAD drawings will be available. The design engineer is not required to inspect the site. However, the COR will inspect all site work
