About this file
This document contains pre-bid questions and answers related to a federal contract solicitation to line a section of the Truckee Canal and repair two check structures. The solicitation requires lining a 650-foot section of the Truckee Canal with concrete over a geomembrane barrier and replacing or repairing structures at the Bango and Fernley checks. Questions addressed fabrication qualifications for radial gates and stoplogs, approval of alternate geomembrane products, and a request to waive AISC certification requirements for gate fabrication. Responses indicated that comparable geomembrane products could be submitted for approval, AISC shop certification is not required for gate fabrication, and that the contractor must meet specifications for required submittals and approvals to use alternate geomembrane materials.

Pre-Bid Questions and Answers
Question Set 2
1. Question: We are confused on the response to our previous question. The previous response to question 7 included in amendment 5 is listed below.
7. Question: After reviewing your project documents, we see that the basis of design for the
Geomembrane Composite is Huesker’s Canal3 12-30-12. We utilize IPG reinforced geomembranes to laminate a competitive/stronger product and would like to confirm your acceptance of our product prior to bid.
Reclamation Response: Use of comparable geomembrane composites, such as the IPG
VERSASHIELD 12/30/12, may be submitted for Reclamation’s review and approval. Fusion welded seams are required.
The response states that the VersaShield 12/30/12 may be submitted for Reclamation’s review and approval, but I submitted all of this data back on May 19th. What else do we need to do for review and approval prior to Bid? I have attached the original documents provided on May 19th for further review. I can overnight samples is required, please provide a name and address and I will ship them out today.
The response states that Fusion Welded seams are required. VersaShield 12/30/12 is made to be Fusion welded Geomembrane to Geomembrane for a leak free composite membrane. The specified product, Huesker’s Canal 3, can be fusion welded BUT it is only Geotextile to Geotextile and NOT Geomembrane to Geomembrane due to the way it is laminated.
Reclamation Response: Section 31 32 36, Part 1.03 lists required approval submittals for geomembrane composite. Based on the submitted information, we anticipate IPG Verashield
12/30/12 with fusion welded seems will be acceptable; however, approval of the proposed geomembrane composite will not be provided until after completing submittal requirements in accordance with the specifications.
2. Question: Our company has been fabricating radial gates for more than 40 years and meet section

ETL1110-2-584 Design of Hydraulic Steel Structures and AISC Steel Construction Manual as listed in Section 35 22 46 Radial Gates. This includes gates supplied to the USACE. Section 35 23 50 Part
