About this file
This document contains pre-bid questions and answers for a federal solicitation to line sections of the Truckee Canal and repair two check structures. The solicitation is being conducted by the Bureau of Reclamation within the Department of the Interior to line approximately 11,500 linear feet of the Truckee Canal with a concrete overlay above a geomembrane barrier between stations 650+00 to 838+00. The scope also includes modifications and replacements of the Bango and Fernley check structures as well as general repairs to supporting structures. The pre-bid document addresses ten questions from prospective bidders regarding specifications for coating systems, joint cutting, geomembrane products, and synthetic fiber reinforcement. The responses clarify requirements for surface preparation, provide additional drawings, and approve comparable materials.

Pre-Bid Questions and Answers
Question Set 1
1. Question: Drawing 29-D-60195 requires 3’ x 3” squares to be painted on the sloped cornet face.
The Coating Specification 09 96 20 does not provide a system for painting concrete.
Reclamation Response: Follow Section 09 96 20, Coatings Tabulation No.3, option 1 to coat concrete. You will need to prep the surface by roughing the surface to a number 60 grit sandpaper.
2. Question: Drawing 29-D-60197 requires that the 4” Galvanized Posts that are exposed be painted. Please provide appropriate coating system for this work.
Reclamation Response: Follow Spec Section 09 96 20, Coating Tabulation No.2, option 2 (Water-borne Acrylics) and follow the specified instructions for surface prep for galvanizing.
3. Question: Can the Control Joint shown on Sheet 29-D-60162 cross section C and in Detail 4 on
29-D-60163 be soft cut (green cut)?
Reclamation Response: No; green cuts may cause local displacement of material causing spalling and potential long term durability concerns.
4. Question: Is the intent of the Longitudinal Contraction Joint shown on Sheet 29-D-60162 cross section C and in Detail 5 of 29-D-60163 to be a cold joint? If so, would it be acceptable to sawcut it to something like 80% depth (to preserve the liner)?
Reclamation Response: No, the intent of the longitudinal contraction joint shown on 29-D-60162 is not for it to be a cold joint. The intent is for the joint to be “watertight” with the placement of the elastomeric joint sealant; as defined, it shall be two separate placements. Where a waterstop is detailed, that will need to be installed as well (e.g., against existing concrete structures, such as turnouts and bridge abutments).
5. Question: Is it possible to access the existing site contour CAD or XML files?
Reclamation Response: Solicitation drawings will be provided, including the existing surface data in AutoCAD format within 7 days of issuance of the Notice to Proceed.
6. Question: Spec 26 51 10-5, Part 3.01 Installation A through F reference the luminaries are shown on drawing 29-D-60046. We are not able to locate drawing 29-D-60046 in the provided project plan set. Will this drawing be provided?

Pre-Bid Questions and Answers
Question Set 1
pg. 2
Reclamation Response: No. Please refer to drawings -60189 and -60187 (drawing sheets 83 and
81, respectively)
7. Question: After reviewing your project documents, we see that the basis of design for the
Geomembrane Composite is Huesker’s Canal3 12-30-12. We utilize IPG reinforced geomembranes to laminate a competitive/stronger product and would like to confirm your acceptance of our product prior to bid.
Reclamation Response: Use of comparable geomembrane composites, such as the IPG
VERSASHIELD 12/30/12, may be submitted for Reclamation’s review and approval. Fusion welded seams are required.
8. Question: Would the US Bureau of Reclamation be open to allowing Polyurea to be used on the
Truckee Canal - Lining and Check Structures project? As a point of reference we are also specified on multiple Culvert Rehab projects through the Virginia Department of Transportation.
Reclamation Response: No.
9. Question: Detail C (on drawing 29-D-60025) shows the Radial Gate Sill Plate Block-out and references a drawing 60060. There isn’t a drawing 60060 in the plan set. Will this drawing be provided?
Reclamation Response: The references found on drawings -60017, -60023, and –60025 for further information on the Fernley Check Structure wallplate and sillplate blockouts on drawings
–60060 and –60061 are incorrect. Drawings –60060 and –60061 do not exist. Sufficient details for the wallplate and sillplate blockouts can be found on drawings –60017, –60025, -60207, and
–60208.
10. Statement: We would like to submit Fiber Force 750 synthetic macro-fiber in cast-in-place concrete for this project (as an equal product for macro synthetic fiber reinforcement identified in section 03 30 00, Part 2.05).
Reclamation Response: The product may be submitted for Reclamation’s review and approval with the mix design in accordance with section 03 30 00, Part 1.05 B.
