About this file
This document is an Amendment (Number 0004) to Solicitation 140P8125Q0017 for a Parkwide Variable Frequency Drive (VFD) Replacement project at Lake Mead National Recreation Area. The amendment primarily posts a comprehensive Questions and Answers (Q&A) document addressing technical details about the VFD replacement, with the quote due date remaining 5/12/25 by 3:00 PM PDT and the performance period from 06/09/2025 to 12/08/2025.
Key technical details from the Q&A include: VFDs will be installed in existing enclosure cabinets without specific size restrictions, no new enclosures are required, and no specific manufacturer list exists (only compatibility with current equipment is needed. Voltage requirements vary by location (240v-480v, 3-phase), and all motors are being upgraded from soft starts to VFDs for better protection against dirty power. The project involves VFD installations at multiple locations including Katherine Landing, Callville Bay, Echo Bay, and Cottonwood Cove, with contractors responsible for their own transportation and no boat provided by the government for site access.

Amendment 0004 The purpose of this amendment is to post the final Q&A for this solicitation as a compilation of all questions and answers received before the question due date. This Q&A will be incorporated into the contract as an addendum to the SOW. The quote due date remains 5/12/25 by 3:00 PM PDT
Q1: Is there a specific size that the VFD must be to fit in the enclosure?
A1: There are no specific sizes, and we do not have the manpower at the moment to measure the available space in each enclosure cabinet; however, each cabinet has excess space, and with the removal existing motor controls, will have room for any standard sized VFD.
Q2: What enclosure rating is required for the VFDs?
A2: The VFDs will be installed inside their own enclosure cabinets, so no specific enclosure rating for the VFD itself is required.
Q3: Is there an approved manufacturer list for this project?
A3: No, the only requirement is that the VFDs be compatible with the current equipment listed in the specifications
Q4: Will the government provide a boat to access the intake barge site on the water in Katherine Landing.
A4: No, the contractor will be responsible for providing their own transportation to access the intake barge site (See updated specifications).
Q5: What type of communications do the drives need?
A5: The units must have 4-20 communication ports for alarm comms to the plc.
Q6: Do the drives need input our output filtering?
A6: No.
Q7: Please advise the voltages for each system for each drive A7: Voltages for the areas are:
- Katherine Landing: 480v, 3ph
- Callville Bay: 240v, 3ph with high (wild) leg
- Echo Bay: 480v, 3ph
- Cottonwood Cove: 480v, 3ph
Q8: Are motors a duplex arrangement?
A8: Motors are not duplex; each has its own motor controller. Nothing else to be replaced.
Q9: What inputs to the VFD exist besides the call for water? Pressure transducers, flow meters etc.
A9: They are controlled by SCADA or PLC and just receive a call to run signal when called to run.
Q10: Which specific motors need upgrades from mag starters to VFDs and which motors are already on a
VFD?
A10: All are being upgraded to VFDs in the place of soft starts, as VFDs offer better protection from the dirty power we experience.
Q11: Which motors will need a new enclosure for the VFD. Are they located outdoors, need special considerations for protection from the environment (the barge)?
A11: No new enclosures are needed. The barge units will be installed inside of the existing cabinet as well as the lift stations and WTP units. All enclosures have excess space to fit the new VFDs.
Q12: What are each motor¿s HP and voltage?
A12: This is detailed in the SOW.
Q13: Are Bypasses required for the VFDs?
A13: No, will need to re-hookup bypasses where they already exist though.
