About this file
This document is a federal contract solicitation amendment (Amendment 0002) for a Parkwide Variable Frequency Drive (VFD) Replacement project at Lake Mead National Recreation Area. The amendment extends the solicitation close date to 5/12/2025 by 2 PM PDT, with an estimated period of performance from 6/9/2025 through 12/8/2025, while maintaining a 180-day performance period from award. The specific scope involves replacing 16 VFDs at water treatment facilities across multiple locations including Katherine Landing, Callville Bay, Echo Bay, and Cottonwood Cove, with varying voltage requirements (240V and 480V, three-phase configurations).
The amendment includes a detailed question and answer section addressing technical specifications for the VFD replacements, covering communication requirements (4-20 communication ports for alarm communications), voltage specifics for each location, motor controller configurations, and installation details. Key technical clarifications include that the drives do not require input/output filtering, motors are not in a duplex arrangement, and all existing units will be upgraded from soft starts to VFDs to provide better protection against power inconsistencies. The barge and lift station units will be installed within existing cabinets, with no new enclosures needed.

Amendment 0002 The solicitation close date is hereby extended to 5/12/2025 by 2 PM PDT. The estimated period of performance dates have been updated to 6/9/2025 through 12/8/2025; however, in accordance with the statement of work, the period of performance remains 180 days from award. Any additional questions are due to the contract specialist, Caleb Overbaugh (caleb_overbaugh@nps.gov), on 04/28/2025 by 9 AM PDT. Please note that the Government intends to incorporate the Q&As from each amendment into the final contract as an addendum to the SOW.
Amd 0002 Q&A:
Q1: What type of communications do the drives need?
A1: The units must have 4-20 communication ports for alarm comms to the plc.
Q2: Do the drives need input our output filtering?
A2: No.
Q3: Please advise the voltages for each system for each drive A3: Voltages for the areas are:
- Katherine Landing: 480v, 3ph
- Callville Bay: 240v, 3ph with high (wild) leg
- Echo Bay: 480v, 3ph
- Cottonwood Cove: 480v, 3ph
Q4: Are motors a duplex arrangement?
A4: Motors are not duplex; each has its own motor controller. Nothing else to be replaced.
Q5: What inputs to the VFD exist besides the call for water? Pressure transducers, flow meters etc.
A5: They are controlled by SCADA or PLC and just receive a call to run signal when called to run.
Q6: Which specific motors need upgrades from mag starters to VFDs and which motors are already on a
VFD?
A6: All are being upgraded to VFDs in the place of soft starts, as VFDs offer better protection from the dirty power we experience.
Q7: Which motors will need a new enclosure for the VFD. Are they located outdoors, need special considerations for protection from the environment (the barge)?
A7: No new enclosures are needed. The barge units will be installed inside of the existing cabinet as well as the lift stations and WTP units. All enclosures have excess space to fit the new VFDs.
Q8: What are each motor's HP and voltage?
A8: This is detailed in the SOW.
